50 ILCS 510/4  from Ch. 85, par. 6404

     Amends the Local Government Professional Services Selection Act. Provides that whenever a project requiring architectural, engineering, or land surveying services is proposed for a political subdivision, the political subdivision shall mail or e-mail a notice requesting a statement of interest. Further provides that the political subdivision shall place an advertisement for those professional services on its website requesting a statement of interest,  include a description of each project, and state the time and place for interested firms to submit its letter of interest, statement of qualifications, and performance data, as required. Effective immediately.

1    AN ACT concerning local government.
  
 
2    Be it enacted by the People of the State of Illinois,
 
3represented in the General Assembly:
  
 
 
4    Section 5. The Local Government Professional Services 
5Selection Act is amended  by changing Section 4 as follows:
 



6    (50 ILCS 510/4)  (from Ch. 85, par. 6404)



7    Sec. 4. Public notice. Present provisions of law 
8notwithstanding, in the
procurement of architectural, 
9engineering or land surveying services, each
political 
10subdivision which utilizes architectural, engineering or land

11surveying services shall permit firms engaged in the lawful 
12practice of
their professions to annually file a statement of 
13qualifications and
performance data with the political 
14subdivision.  Whenever a project
requiring architectural, 
15engineering or land surveying services is proposed
for a 
16political subdivision, the political subdivision shall, unless 
17it has
a satisfactory relationship for services with one or 
18more firms:

19    (1) Mail or e-mail a notice requesting a statement of 
20interest in the specific
project to all firms who have a 
21current statement of qualifications and
performance data on 
22file with the political subdivision; or

23    (2) Place an advertisement in a secular English language

1daily newspaper
of general circulation throughout such 
2political subdivision, requesting a
statement of interest in 
3the specific project and further requesting
statements of 
4qualifications and performance data from those firms which do

5not have such a statement on file with the political 
6subdivision.  Such
advertisement shall state the day, hour and 
7place the
statement of interest and the statements of 
8qualifications and performance
data shall be due.
9    (3) Place an advertisement for professional services on the 
10political subdivision's website requesting a statement of 
11interest in the specific project. The professional services 
12advertisement shall include a description of each project and 
13state the time and place for interested firms to submit its 
14letter of interest, statement of qualifications, and 
15performance data, as required.

17    Section 99. Effective date. This Act takes effect upon 
18becoming law.
