1    AN ACT concerning local government.
  
 
2    Be it enacted by the People of the State of Illinois,
 
3represented in the General Assembly:
  
 
 
4    Section 5. The Counties Code is amended  by changing Section 
52-6008 as follows:

7    Sec. 2-6008. Approval of ordinances. All ordinances, 
8resolutions or
motions shall be submitted to to
said board of 
9commissioners in writing, or reduced to writing before any
vote 
10shall be taken thereon; and if adopted by the board, the same 
11shall
not take effect until after the same shall have been 
12approved in writing by
the president of said board, except as 
13hereinafter provided. It shall be
the duty of the clerk of said 
14board to deliver to the president thereof,
upon his request, 
15the original (or a copy) of each ordinance, resolution or

16motion, so passed or adopted by said board as aforesaid, within 
17one day
after its passage or adoption; and in case the 
18president approves thereof,
he shall sign the same, and it 
19shall thereupon be in full force and effect.
In case the 
20president shall not approve any such ordinance, resolution or

21motion, he shall, within five days after the receipt of the 
22same as
aforesaid, return it to the clerk of said board, with 
23his objections
thereto in writing. Such veto by the president

1may extend to any one or
more items or appropriations contained 
2in any resolution making an
appropriation, or to the entire 
3resolution; and in case the veto only
extends to a part of such 
4resolution making an appropriation, the residue
thereof not 
5embraced within the veto shall take effect and be in force from

6the time of the receipt by said clerk of such veto of such 
7part. Upon the
return of any such ordinance, resolution or 
8motion by the president, with
his objections thereto as 
9aforesaid, the vote by which the same was passed
shall be 
10reconsidered by the board of commissioners as to so much 
11thereof
as may have been vetoed; and if, after such 
12reconsideration, three-fifths
 of
all the members elected to the 
13board shall agree to pass the same by yeas
and nays, to be 
14entered on the journal, the same shall take effect,

15notwithstanding the president may have refused to approve 
16thereof. In case
the president shall fail or omit to either 
17sign and approve or return, with
his objections as aforesaid, 
18any such ordinance, motion or resolution which
shall have been 
19passed or adopted by the board within six days after it
shall 
20have been so passed or adopted, the same shall take effect 
21without
the approval of the president.
