2 | | AMENDMENT NO. ______. Amend House Bill 1871 by replacing |
3 | | everything after the enacting clause with the following:

4 | | "Section 5. The State Comptroller Act is amended by adding |
5 | | Section 9.03a as follows: |
6 | | (15 ILCS 405/9.03a new) |
7 | | Sec. 9.03a. Direct deposit earnings statements. |
8 | | (a) For the purposes of this Section: |
9 | | "Retirement system" means a retirement system that (i) is |
10 | | established under Article 2, 14, 16, or 18 of the Illinois |
11 | | Pension Code and (ii) processes retirement annuities through |
12 | | the Illinois Comptroller's Office. |
13 | | "State agency" means any executive branch State agency, |
14 | | board, or commission that (i) has 50 or more more employees and |
15 | | (ii) processes payrolls through the Illinois Comptroller's |
16 | | Office. |

1 | | (b) Beginning with State fiscal year 2015 payrolls, each |
2 | | State agency must implement a secure website for its employees |
3 | | to access an electronic version of their earnings statements |
4 | | issued for service on or after July 1, 2014. Before |
5 | | implementing a secure website, each State agency must notify |
6 | | its employees of the website and instruct them on how to access |
7 | | the website. In addition, each State agency must provide its |
8 | | employees with an option to continue receiving a paper version |
9 | | of their earnings statements. If a State agency is unable to |
10 | | establish a secure website before July 1, 2014, it must submit |
11 | | documentation to the Illinois Comptroller's Office stating the |
12 | | reasons it is unable to comply with that requirement by that |
13 | | date, together with a schedule for implementing a secure |
14 | | website. The Comptroller may extend the time for complying with |
15 | | the requirements of this subsection (a) by up to 12 months. |
16 | | Beginning with State fiscal year 2015 payrolls, the Illinois |
17 | | Comptroller's Office shall discontinue printing paper versions |
18 | | of earnings statements for employees who use direct deposit. If |
19 | | an employee notifies his or her employing State agency that he |
20 | | or she wants to continue receiving a paper version of earnings |
21 | | statements or if the State agency is granted an extension under |
22 | | this subsection (b), then, beginning with State fiscal year |
23 | | 2015 payrolls, the State agency shall still be responsible for |
24 | | producing and distributing a paper version of earning |
25 | | statements for its employees. Upon request, the Illinois |
26 | | Comptroller's Office shall continue to print a paper version of |

3 | | (c) Beginning with retirement annuity payments for State |
4 | | fiscal year 2015, each retirement system must implement a |
5 | | secure website for its annuitants to access an electronic |
6 | | version of their earnings statements issued for annuity |
7 | | payments payable for State fiscal year 2015 or thereafter. |
8 | | Before implementing a secure website, each retirement system |
9 | | must notify its annuitants of the website and instruct them on |
10 | | how to access the website. In addition, each retirement system |
11 | | must provide its annuitants with an option to continue |
12 | | receiving a paper version of their earnings statements. If a |
13 | | retirement system is unable to establish a secure website |
14 | | before July 1, 2014, it must submit documentation to the |
15 | | Illinois Comptroller's Office stating the reasons it is unable |
16 | | to comply with that requirement by that date, together with a |
