AMENDMENT TO HOUSE BILL 1871

2    AMENDMENT NO. ______. Amend House Bill 1871 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The State Comptroller Act is amended by adding
5Section 9.03a as follows:
 
6    (15 ILCS 405/9.03a new)
7    Sec. 9.03a. Direct deposit earnings statements.
8    (a) For the purposes of this Section:
9    "Retirement system" means a retirement system that (i) is
10established under Article 2, 14, 15, or 16 of the Illinois
11Pension Code and (ii) processes retirement annuities through
12the Illinois Comptroller's Office.
13    "State agency" means any executive branch State agency,
14board, or commission that (i) has 50 or more more employees and
15(ii) processes payrolls through the Illinois Comptroller's
16Office.

1    (b) Beginning with State fiscal year 2015 payrolls, each
2State agency must implement a secure website for its employees
3to access an electronic version of their earnings statements
4issued for service on or after July 1, 2014. Before
5implementing a secure website, each State agency must notify
6its employees of the website and instruct them on how to access
7the website. In addition, each State agency must provide its
8employees with an option to continue receiving a paper version
9of their earnings statements. If a State agency is unable to
10establish a secure website before July 1, 2014, it must submit
11documentation to the Illinois Comptroller's Office stating the
12reasons it is unable to comply with that requirement by that
13date, together with a schedule for implementing a secure
14website. The Comptroller may extend the time for complying with
15the requirements of this subsection (a) by up to 12 months.
16Beginning with State fiscal year 2015 payrolls, the Illinois
17Comptroller's Office shall discontinue printing paper versions
18of earnings statements for employees who use direct deposit. If
19an employee notifies his or her employing State agency that he
20or she wants to continue receiving a paper version of earnings
21statements or if the State agency is granted an extension under
22this subsection (b), then, beginning with State fiscal year
232015 payrolls, the State agency shall still be responsible for
24producing and distributing a paper version of earning
25statements for its employees. Upon request, the Illinois
26Comptroller's Office shall continue to print a paper version of

1earning statements for executive branch State agencies,
2boards, and commissions with less than 50 employees.
3    (c) Beginning with retirement annuity payments for State
4fiscal year 2015, each retirement system must implement a
5secure website for its annuitants to access an electronic
6version of their earnings statements issued for annuity
7payments payable for State fiscal year 2015 or thereafter.
8Before implementing a secure website, each retirement system
9must notify its annuitants of the website and instruct them on
10how to access the website. In addition, each retirement system
11must provide its annuitants with an option to continue
12receiving a paper version of their earnings statements. If a
13retirement system is unable to establish a secure website
14before July 1, 2014, it must submit documentation to the
15Illinois Comptroller's Office stating the reasons it is unable
16to comply with that requirement by that date, together with a
17schedule for implementing a secure website. The Comptroller may
18extend the time for complying with the requirements of this
19Section by up to 12 months. Beginning with State fiscal year
202015, the Illinois Comptroller's Office shall discontinue
