AMENDMENT TO HOUSE BILL 1710

2    AMENDMENT NO. ______. Amend House Bill 1710 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Illinois Municipal Code is amended by
5changing Section 10-2.1-8 as follows:
 
6    (65 ILCS 5/10-2.1-8)  (from Ch. 24, par. 10-2.1-8)
7    Sec. 10-2.1-8. Veteran's and educational preference.
8Persons who have successfully obtained an associate's degree in
9the field of law enforcement, criminal justice, fire service,
10or emergency medical services, or a bachelor's degree from an
11accredited college or university; persons who have been awarded
12a certificate attesting to the successful completion of the
13Minimum Standards Basic Law Enforcement Training Course as
14provided in the Illinois Police Training Act and are currently
15serving as a law enforcement officer on a part-time or
16full-time basis within the State of Illinois; and persons who

1were engaged in the active military or naval service of the
2United States for a period of at least one year and who were
3honorably discharged therefrom, or who are now or may hereafter
4be on inactive or reserve duty in such military or naval
5service (not including, however, in the case of offices,
6positions and places of employment in the police department,
7persons who were convicted by court-martial of disobedience of
8orders, where such disobedience consisted in the refusal to
9perform military service on the ground of religious or
10conscientious objections against war) shall be preferred for
11appointments to offices, positions, and places of employment in
12the fire and police departments of the municipality coming
13under the provisions of this Division 2.1. For purposes of this
14Section, if a person has been deployed, then "active duty
15military or naval service of the United States" includes
16training and service school attendance, as defined in 10 U.S.C.
17101(d), which is ordered pursuant to 10 U.S.C. 12301(d). The
18preference points awarded under this Section shall not be
19cumulative.
20    This amendatory Act of 1973 does not apply to any
21municipality which is a home rule unit.
22    Persons who have participated in that municipality's
23police explorer or cadet program may be preferred, for a
24maximum of 2 points, for appointments to offices, positions,
25and places of employment in municipal police departments under
26the provisions of this Division.

2    Section 99. Effective date. This Act takes effect upon
3becoming law.".
