1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Municipal Code is amended by
5changing Section 10-2.1-8 as follows:

7    Sec. 10-2.1-8. Veteran's and educational preference.
8Persons who have successfully obtained an associate's degree in
9the field of law enforcement, criminal justice, fire service,
10or emergency medical services, or a bachelor's degree from an
11accredited college or university; persons who have been awarded
12a certificate attesting to the successful completion of the
13Minimum Standards Basic Law Enforcement Training Course as
14provided in the Illinois Police Training Act and are currently
15serving as a law enforcement officer on a part-time or
16full-time basis within the State of Illinois; and persons who
17were engaged in the active military or naval service of the
18United States for a period of at least one year and who were
19honorably discharged therefrom, or who are now or may hereafter
20be on inactive or reserve duty in such military or naval
21service (not including, however, in the case of offices,
22positions and places of employment in the police department,
23persons who were convicted by court-martial of disobedience of

1orders, where such disobedience consisted in the refusal to
2perform military service on the ground of religious or
3conscientious objections against war) shall be preferred for
4appointments to offices, positions, and places of employment in
5the fire and police departments of the municipality coming
6under the provisions of this Division 2.1. For purposes of this
7Section, if a person has been deployed, then "active duty
8military or naval service of the United States" includes
9training and service school attendance, as defined in 10 U.S.C.
10101(d), which is ordered pursuant to 10 U.S.C. 12301(d). The
11preference points awarded under this Section shall not be
12cumulative.
13    This amendatory Act of 1973 does not apply to any
14municipality which is a home rule unit.
15    Persons who have participated in that municipality's
16police explorer or cadet program may be preferred, for a
17maximum of 2 points, for appointments to offices, positions,
18and places of employment in municipal police departments under
19the provisions of this Division.

21    Section 99. Effective date. This Act takes effect upon
22becoming law.
