Amends the State Finance Act and Illinois Vehicle Code to provide for the issuance of Retired Law Enforcement license plates to residents of Illinois who meet eligibility requirements prescribed by the Secretary of State. Creates the Illinois Sheriffs' Association Scholarship and Training Fund as a special fund in the State treasury. Provides that the applicant shall pay an additional fee of $25 for original issuance of the plates, of which $10 shall be deposited into the Illinois Sheriffs' Association Scholarship and Training Fund and $15 shall be deposited into the Secretary of State Special License Plate Fund. Provides that an additional fee of $25 shall be charged for each renewal, of which $23 shall be deposited into the Illinois Sheriffs' Association Scholarship and Training Fund and $2 shall be deposited into the Secretary of State Special License Plate Fund. Provides that moneys in the Illinois Sheriffs' Association Scholarship and Training Fund shall be paid as grants to the Illinois Sheriffs' Association for specified purposes.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The State Finance Act is amended by adding |
5 | | Section 5.826 as follows: |

7 | | Sec. 5.826. The Illinois Sheriffs' Association Scholarship |
8 | | and Training Fund. |
9 | | Section 10. The Illinois Vehicle Code is amended by adding |
10 | | Section 3-699 as follows: |

12 | | Sec. 3-699. Retired Law Enforcement license plates. |
13 | | (a) The Secretary, upon receipt of an application made in |
14 | | the form prescribed by the Secretary, may issue special |
15 | | registration plates designated as Retired Law Enforcement |
16 | | license plates to residents of Illinois who meet eligibility |
17 | | requirements prescribed by the Secretary of State. The special |
18 | | plates issued under this Section shall be affixed only to |
19 | | passenger vehicles of the first division and motor vehicles of |
20 | | the second division weighing not more than 8,000 pounds. Plates |
21 | | issued under this Section shall expire according to the |

1 | | multi-year procedure established by Section 3-414.1 of this |
2 | | Code. |
3 | | (b) The design and color of the plates is wholly within the |
4 | | discretion of the Secretary. The Secretary may allow the plates |
5 | | to be issued as vanity plates or personalized under Section |
6 | | 3-405.1 of the Code. The Secretary shall prescribe stickers or |
7 | | decals as provided under Section 3-412 of this Code. |
8 | | (c) An applicant for the special plate shall be charged a |
9 | | $25 fee for original issuance in addition to the appropriate |
10 | | registration fee. Of this fee, $10 shall be deposited into the |
11 | | Illinois Sheriffs' Association Scholarship and Training Fund |
12 | | and $15 shall be deposited into the Secretary of State Special |
13 | | License Plate Fund, to be used by the Secretary to help defray |
14 | | the administrative processing costs. |
15 | | For each registration renewal period, a $25 fee, in |
16 | | addition to the appropriate registration fee, shall be charged. |
17 | | Of this fee, $23 shall be deposited into the Illinois Sheriffs' |
18 | | Association Scholarship and Training Fund and $2 shall be |
19 | | deposited into the Secretary of State Special License Plate |
20 | | Fund. |
21 | | (d) The Illinois Sheriffs' Association Scholarship and |
22 | | Training Fund is created as a special fund in the State |
23 | | treasury. All money in the Illinois Sheriffs' Association |
24 | | Scholarship and Training Fund shall be paid, subject to |
25 | | appropriation by the General Assembly and distribution by the |
26 | | Secretary, as grants to the Illinois Sheriffs' Association, for |
