2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Illinois Procurement Code is amended by |
5 | | adding Section 1-15.56 as follows: |
6 | | (30 ILCS 500/1-15.56 new) |
7 | | Sec. 1-15.56. Procurement. "Procurement" means, unless |
8 | | otherwise provided, the process of procuring specific goods, |
9 | | supplies, services, professional or artistic services, |
10 | | construction, leases of real property (whether the State is the |
11 | | lessor or lessee) or capital improvements, and includes master |
12 | | contracts (but not orders off of master contracts), contracts |
13 | | for financing through the use of installment or lease purchase |
14 | | arrangements, renegotiated contacts, amendments to contracts, |
15 | | and change orders. Procurements occur during the time period |
16 | | beginning with the time an agency has identified and internally |
17 | | approved a need for the purchase of goods or services described |
18 | | above and continuing through the publication of an award notice |
19 | | or other completion of a final procurement action, the |
20 | | resolution of any protests, and the expiration of any protest |
21 | | or Procurement Policy Board review period, if applicable.

22 | | Section 99. Effective date. This Act takes effect |
