Amends the Educator Licensure Article of the School Code. Adds as a member of the State Educator Preparation and Licensure Board one school service personnel certificate holder or holder of a Professional Educator License with a school service personnel endorsement who is employed in the public schools and who has been nominated by a statewide professional school service personnel organization, to be appointed by the State Board of Education; makes a related change.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The School Code is amended by changing Section |
5 | | 21B-10 as follows: |
6 | | (105 ILCS 5/21B-10) |
7 | | Sec. 21B-10. State Educator Preparation and Licensure |
8 | | Board. |
9 | | (a) The State Teacher Certification Board, which had been |
10 | | established under Section 21-13 of the School Code prior to |
11 | | this amendatory Act of the 97th General Assembly, shall be |
12 | | renamed the State Educator Preparation and Licensure Board. |
13 | | References in law to the State Teacher Certification Board |
14 | | shall mean the State Educator Preparation and Licensure Board.

15 | | The State Educator Preparation and Licensure Board shall |
16 | | consist of the State Superintendent of Education or a |
17 | | representative appointed by him or her, who shall be ex-officio |
18 | | chairperson, 5 administrative or faculty members of public or |
19 | | private colleges or universities located in this State, 3 |
20 | | administrators and 10 classroom teachers employed in the public |
21 | | schools (5 of whom must be members of and nominated by a |
22 | | statewide professional teachers' organization and 5 of whom |
23 | | must be members of and nominated by a different statewide |

1 | | professional teachers' organization), one school service |
2 | | personnel certificate holder or holder of a Professional |
3 | | Educator License with a school service personnel endorsement |
4 | | who is employed in the public schools and who has been |
5 | | nominated by a statewide professional school service personnel |
6 | | organization, and one regional superintendent of schools, all |
7 | | of whom shall be appointed by the State Board of Education; |
8 | | provided that at least one of the administrators and at least 3 |
9 | | of the classroom teachers so appointed must be employees of a |
10 | | school district that is subject to the provisions of Article 34 |
11 | | of this Code. A statewide professional teachers' organization |
12 | | and a different statewide professional teachers' organization |
13 | | shall submit to the State Board of Education for consideration |
14 | | at least 3 names of accomplished teachers for every one vacancy |
15 | | or expiring term in a classroom teacher position. A statewide |
16 | | professional school service personnel organization shall |
17 | | submit to the State Board of Education for consideration at |
18 | | least 3 names of accomplished school service personnel for any |
19 | | vacancy or expiring term in a school service personnel |
20 | | position. The nominations submitted to the State Board of |
21 | | Education under this Section to fill a vacancy or an expiring |
22 | | term shall be advisory. Nomination for State Educator |
23 | | Preparation and Licensure Board members must be submitted to |
24 | | the State Board of Education within 30 days after the vacancy |
25 | | or vacancies occur. Nominations to fill an expiring term must |
26 | | be submitted to the State Board of Education at least 30 days |

1 | | before the expiration of that term. Notwithstanding any other |
2 | | provisions of this Section, if a sufficient number of |
3 | | nominations are not received by the State Board of Education |
4 | | for a vacancy or expiring term within the 30-day period, then |
5 | | the State Board of Education may appoint any qualified person, |
6 | | in the same manner as the original appointment, to fill the |
7 | | vacancy or expiring term. The regular term of each member is 3 |
8 | | years, and an individual may be appointed for no more than 2 |
9 | | consecutive terms. The term of an appointed member of the State |
10 | | Educator Preparation and Licensure Board shall expire on June |
11 | | 30 of his or her final year. |
12 | | (b) The State Board of Education shall appoint a secretary |
13 | | of the State Educator Preparation and Licensure Board. |
14 | | (c) The State Educator Preparation and Licensure Board |
15 | | shall hold regular meetings at least quarterly and such other |
16 | | special meetings as may be necessary. |
17 | | (d) The necessary expenses of the State Educator |
18 | | Preparation and Licensure Board shall be provided through the |
19 | | State Board of Education. The State Board of Education, in |
20 | | consultation with the State Educator Preparation and Licensure |
21 | | Board, may adopt such rules as may be necessary for the |
22 | | administration of this Article. |
23 | | (e) Individuals serving on the State Teacher Certification |
24 | | Board on June 30, 2011 under Section 21-13 of this Code shall |
25 | | continue to serve on the State Educator Preparation and |
26 | | Licensure Board until the scheduled expiration of their |
