2 | | AMENDMENT NO. ______. Amend House Bill 496 by replacing |
3 | | everything after the enacting clause with the following:

4 | | "Section 5. The School Code is amended by changing Sections |
5 | | 21-14, 21B-25, 21B-40, and 21B-45 as follows: |
6 | | (105 ILCS 5/21-14) (from Ch. 122, par. 21-14) |
7 | | Sec. 21-14. Registration and renewal of certificates. |
8 | | (a) A limited
four-year certificate or a certificate issued |
9 | | after July 1, 1955, shall
be renewable at its expiration or |
10 | | within 60 days thereafter by the
county superintendent of |
11 | | schools having supervision and control over the
school where |
12 | | the teacher is teaching upon certified evidence of meeting
the |
13 | | requirements for renewal as required by this Act and prescribed |
14 | | by
the State Board of Education in consultation with the State
|
15 | | Teacher Certification Board. An elementary supervisory |
16 | | certificate
shall not be renewed at the end of the first |

1 | | four-year period covered by
the certificate unless the holder |
2 | | thereof has filed certified evidence
with the State Teacher |
3 | | Certification Board that he has a master's degree
or that he |
4 | | has earned 8 semester hours of credit in the field of
|
5 | | educational administration and supervision in a recognized |
6 | | institution
of higher learning. The holder shall continue to |
7 | | earn 8 semester hours
of credit each four-year period until |
8 | | such time as he has earned a
master's degree. |
9 | | (b) All certificates not renewed as provided in this |
10 | | Section or registered in accordance with this Code shall lapse |
11 | | after a period of 6 months from the expiration of the last year |
12 | | of registration. Such certificates may be immediately |
13 | | reinstated upon payment by the applicant to the State Board of |
14 | | Education of (1) any and all back fees, including without |
15 | | limitation registration fees, owed from the time of expiration |
16 | | of the certificate until the date of reinstatement; and (2) a |
17 | | $500 penalty or the demonstration of proficiency by completing |
18 | | 9 semester hours of coursework from a regionally accredited |
19 | | institution of higher education in the content area that most |
20 | | aligns with the educator's endorsement area or areas; provided |
21 | | that, until September 1, 2012, certificates that have lapsed |
22 | | solely for the failure to pay a registration fee may be |
23 | | immediately reinstated upon payment only of any and all back |
24 | | fees, including without limitation registration fees, owed |
25 | | from the time of expiration of the certificate until the date |
26 | | of reinstatement. Any and all back fees and penalty amounts |

1 | | shall be deposited by the State Board of Education into the |
2 | | Teacher Certificate Fee Revolving Fund. Any certificate may be |
3 | | voluntarily surrendered by the certificate holder. A |
4 | | voluntarily surrendered certificate shall be treated as a |
5 | | revoked certificate. |
6 | | (b) When those teaching certificates issued before |
7 | | February 15, 2000 are
renewed for the first time after February |
8 | | 15, 2000, all
such
teaching
certificates
shall be exchanged for |
9 | | Standard Teaching Certificates as provided in subsection
(c) of |
10 | | Section 21-2. All Initial and Standard Teaching Certificates, |
11 | | including
those issued to persons who previously held teaching |
12 | | certificates issued before
February 15, 2000, shall be |
13 | | renewable under the conditions
set forth
in this
subsection |
14 | | (b). |
15 | | Initial Teaching Certificates are valid for 4 years of |
16 | | teaching, as provided in subsection (b) of Section 21-2 of this |
17 | | Code, and are renewable every 4 years until the person |
18 | | completes 4 years of teaching. If the holder of an Initial |
19 | | Certificate has completed 4 years of teaching but has not |
20 | | completed the requirements set forth in paragraph (2) of |
21 | | subsection (c) of Section 21-2 of this Code, then the Initial |
22 | | Certificate may be reinstated for one year, during which the |
23 | | requirements must be met. A holder of an Initial Certificate |
24 | | who has not completed 4 years of teaching may continuously |
25 | | register the certificate for additional 4-year periods without |
26 | | penalty. Initial Certificates that are not registered shall |

1 | | lapse consistent with subsection (a) of this Section and may be |
2 | | reinstated only in accordance with subsection (a).
Standard |
3 | | Teaching Certificates are renewable every 5 years as provided
|
4 | | in
subsection (c) of Section 21-2
and subsection (c) of this |
5 | | Section.
For purposes of this Section, "teaching" is defined as |
6 | | employment and
performance of
services in an Illinois public or |
7 | | State-operated elementary school, secondary
school, or
|
8 | | cooperative or joint agreement with a governing body or board |
9 | | of control, in a
certificated teaching position, or a charter |
10 | | school operating in compliance
with the
Charter Schools Law. |
11 | | (c) In compliance with subsection (c) of Section 21-2 of |
12 | | this Code, which
provides that a
Standard
Teaching Certificate |
13 | | may be renewed by the State Teacher Certification Board
based
|
14 | | upon proof of continuing professional development, the State |
15 | | Board of Education
and
the State Teacher Certification Board |
16 | | shall jointly: |
17 | | (1) establish a procedure for renewing Standard |
18 | | Teaching Certificates,
which shall include but not be |
19 | | limited to annual timelines for the renewal
process and the |
20 | | components set forth in subsections (d) through (k) of this
|
21 | | Section; |
22 | | (2) establish the standards for certificate renewal; |
23 | | (3) approve or disapprove the providers of continuing |
24 | | professional development
activities; |
25 | | (4) determine the maximum credit for each category of |
26 | | continuing
professional development activities, based upon |

|
1 | | recommendations submitted by
a continuing professional
|
2 | | development
activity task force, which shall consist of 6 |
3 | | staff members from the State
Board of
Education, appointed |
4 | | by the State Superintendent of Education, and 6 teacher
|
5 | | representatives, 3 of whom are selected by the Illinois |
6 | | Education Association
and 3 of
whom are selected by the |
7 | | Illinois Federation of Teachers; |
8 | | (5) designate the type and amount of documentation |
9 | | required to show that
continuing professional development |
10 | | activities have been completed; and |
11 | | (6) provide, on a timely basis to all Illinois |
12 | | teachers, certificate
holders, regional superintendents of |
13 | | schools,
school districts, and others with an interest in |
14 | | continuing professional
development, information about the |
15 | | standards and requirements established
pursuant to this |
16 | | subsection (c). |
17 | | (d) Any Standard Teaching Certificate held by an individual |
18 | | employed and
performing services in an
Illinois public or |
19 | | State-operated elementary school, secondary school, or
|
20 | | cooperative or joint agreement with a governing body or board |
21 | | of control in a
certificated teaching
position or a
charter |
22 | | school in compliance with the Charter Schools Law must be |
23 | | maintained
Valid
and
Active through certificate renewal |
24 | | activities specified in the certificate
renewal procedure
|
25 | | established pursuant to subsection (c) of this Section, |
26 | | provided that
a holder of a Valid
and Active
certificate who is |

basis |

substitute
teacher shall pay only the required |

5 | | Certificates
held may be
maintained as
Valid and Exempt through |
6 | | the registration process provided for in the
certificate |
7 | | renewal
procedure established pursuant to subsection (c) of |
8 | | this Section. A Valid and
Exempt
certificate must
be |
9 | | immediately activated, through procedures developed jointly by |
10 | | the State
Board of
Education and the State Teacher |
11 | | Certification Board, upon the certificate
holder
becoming |
12 | | employed and performing services in an Illinois public or
|
13 | | State-operated elementary school,
secondary school, or |
14 | | cooperative or joint agreement with a governing body or
board |
15 | | of control in a
certificated
teaching position or a charter |
16 | | school operating in compliance with the Charter
Schools
Law. A |
17 | | holder of a Valid and Exempt certificate may activate his or |
18 | | her
certificate
through procedures provided for in the |
19 | | certificate renewal procedure
established pursuant to
|
20 | | subsection (c) of this Section. |
21 | | (e)(1) A Standard Teaching Certificate that has been |
22 | | maintained as Valid
and
Active for the 5 years of the |
23 | | certificate's validity shall be renewed as Valid
and Active
|
24 | | upon the certificate holder: (i)
completing an advanced degree |
25 | | from an approved institution in an
education-related field; |
26 | | (ii)
completing at least
8 semester hours of
coursework as |

1 | | described in
subdivision (B) of paragraph (3) of this |
2 | | subsection (e);
(iii)
(blank); (iv) completing the National |

5 | | (v) earning 120 continuing professional
development
units |
6 | | ("CPDU") as described in subdivision (E) of paragraph (3) of

subsection (e). The maximum continuing professional |
8 | | development units for each
continuing professional development |
9 | | activity identified in subdivisions
(F)
through (J) of |
10 | | paragraph (3) of this subsection (e) shall be
jointly |
11 | | determined
by the State Board of Education and the State |
12 | | Teacher Certification Board.
If, however, the certificate |
13 | | holder has maintained the certificate
as Valid and
Exempt for a |
14 | | portion of the 5-year period of validity, the number of
|
15 | | continuing
professional development units needed to renew the |
16 | | certificate as Valid and
Active shall
be proportionately |
17 | | reduced by the amount of time the certificate was Valid and
|
18 | | Exempt.
Furthermore, if a certificate holder is employed and |
19 | | performs teaching services
on a
part-time basis for all or a |
20 | | portion of the certificate's 5-year period of
validity, the |
21 | | number
of continuing professional development units needed to |
22 | | renew the certificate as
Valid
and Active shall be reduced by |
23 | | 50% for the amount of time the certificate
holder has
been |
24 | | employed and performed teaching services on a part-time basis. |
25 | | Part-time
shall
be defined as less than 50% of the school day |
26 | | or school term. |

1 | | Notwithstanding any other requirements to the contrary, if |
2 | | a Standard
Teaching
Certificate has been maintained as Valid |
3 | | and Active for the 5 years of the
certificate's validity and |
4 | | the certificate holder has completed his or her
certificate |
5 | | renewal plan before July 1, 2002, the certificate shall
be |
6 | | renewed as Valid and Active. |
7 | | (2) Beginning July 1, 2004, in order to satisfy the |
8 | | requirements for continuing professional development provided |
9 | | for in subsection (c) of Section 21-2 of this Code, each
Valid |
10 | | and Active Standard Teaching Certificate holder shall
complete |
11 | | professional development activities that address the |
12 | | certificate or those certificates that are required of his or |
13 | | her
certificated
teaching position, if the certificate holder |
14 | | is employed and performing
services in an Illinois public
or |
15 | | State-operated elementary school,
secondary school, or |
16 | | cooperative or joint agreement with a governing body or
board |
17 | | of control, or that certificate or those certificates most |
18 | | closely
related to his or
her teaching position, if the |
19 | | certificate holder is employed in a charter
school. Except as |
20 | | otherwise provided in this subsection (e), the certificate |
21 | | holder's activities must address purposes (A), (B),
(C), or (D) |
22 | | and must reflect purpose (E) of the following continuing |
23 | | professional
development purposes: |
24 | | (A) Advance both the certificate holder's knowledge |
25 | | and skills as a
teacher consistent with the Illinois |
26 | | Professional Teaching Standards and the
Illinois Content |

|
1 | | Area Standards in the certificate holder's areas of
|
2 | | certification,
endorsement, or teaching assignment in |
3 | | order to keep the certificate holder
current
in those |
4 | | areas. |
5 | | (B) Develop the certificate holder's knowledge and |
6 | | skills in areas
determined
to be critical for all Illinois |
7 | | teachers, as defined by the State Board of
Education, known |
8 | | as "State priorities". |
9 | | (C) Address the knowledge, skills, and goals of the |
10 | | certificate holder's
local
school improvement plan, if the |
11 | | teacher is employed in an Illinois public
or State-operated |
12 | | elementary school, secondary school, or cooperative or |
13 | | joint
agreement with a governing body or board of control. |
14 | | (D) Expand the certificate holder's knowledge and |
15 | | skills in an
additional teaching field or toward
the
|
16 | | acquisition of another teaching certificate, endorsement, |
17 | | or relevant
education degree. |
18 | | (E) Address the needs of serving students with |
19 | | disabilities, including adapting and modifying the general |
20 | | curriculum related to the Illinois Learning Standards to |
21 | | meet the needs of students with disabilities and serving |
22 | | such students in the least restrictive environment. |
23 | | Teachers who hold certificates endorsed for special |
24 | | education must devote at least 50% of their continuing |
25 | | professional development activities to this purpose. |
26 | | Teachers holding other certificates must devote at least |

|
1 | | 20% of their activities to this purpose.
|
2 | | A speech-language pathologist or audiologist who is
|
3 | | licensed under the Illinois Speech-Language Pathology and
|
4 | | Audiology Practice Act and who has met the continuing
education |
5 | | requirements of that Act and the rules promulgated
under that |
6 | | Act shall be deemed to have satisfied the continuing
|
7 | | professional development requirements established by the State
|
8 | | Board of Education and the Teacher Certification Board to renew
|
9 | | a Standard Certificate. |
10 | | (3) Continuing professional development activities may |
11 | | include, but are not limited to, the following activities: |
12 | | (A) completion of an advanced degree from an approved |
13 | | institution
in an education-related field; |
14 | | (B) at
least 8 semester hours of coursework
in an |
15 | | approved education-related program, of which at least 2 |
16 | | semester
hours relate
to the continuing professional |
17 | | development purpose set forth in purpose (A) of
paragraph |
18 | | (2) of this subsection (e), completion of which means no
|
19 | | other continuing professional development activities are |
20 | | required; |
21 | | (C) (blank); |
22 | | (D) completion of the National Board for
Professional |
23 | | Teaching
Standards
("NBPTS") process for certification or |
24 | | recertification, completion of which means no other |
25 | | continuing professional development activities are |
26 | | required; |

13 | | (iii) mentoring in a formal mentoring program, |
14 | | including service as a
consulting teacher |
15 | | participating in a remediation
process formulated |
16 | | under Section 24A-5 of this Code; |
17 | | (iv) participating in site-based management or |
18 | | decision making teams,
relevant committees, boards, or |
19 | | task forces directly related to school
improvement |
20 | | plans; |
21 | | (v) coordinating community resources in schools, |
22 | | if the project is a
specific goal of the school |
23 | | improvement plan; |
24 | | (vi) facilitating parent education programs for a |
25 | | school, school
district, or
regional office of |
26 | | education directly related to student achievement or
|
|

7 | | that the supervision may only be counted
once during |

teacher's
knowledge and skills as a teacher |
11 | | as follows: |
12 | | (i) completing undergraduate or graduate credit |
13 | | earned from a
regionally
accredited institution in |
14 | | coursework relevant to the certificate area being

15 | | renewed,
including coursework that incorporates |
16 | | induction activities and
development of a portfolio of |
17 | | both student and teacher work that
provides experience |
18 | | in reflective practices,
provided the coursework meets |
19 | | Illinois Professional Teaching Standards
or Illinois |
20 | | Content Area Standards and
supports the essential |
21 | | characteristics of quality professional development; |
22 | | or |
23 | | (ii) teaching college or university courses in |
24 | | areas relevant to the
certificate area being renewed, |
25 | | provided that the teaching may only be
counted once |
26 | | during the course of 5 years; |

1 | | (H) conferences, workshops, institutes, seminars, and
|
2 | | symposiums related
to improving the teacher's knowledge |
3 | | and skills as a teacher, subject to disapproval of the |
4 | | activity or event by the State Teacher Certification Board |
5 | | acting jointly with the State Board of Education,
including
|
6 | | the following: |
7 | | (i) completing non-university credit directly |
8 | | related to student
achievement, school improvement |
9 | | plans, or State priorities; |
10 | | (ii) participating in or presenting at workshops, |
11 | | seminars,
conferences,
institutes, and symposiums; |
12 | | (iii) training as external reviewers for Quality |
13 | | Assurance; |
14 | | (iv) training as reviewers of university teacher |
15 | | preparation programs; or |
16 | | (v) participating in or presenting at in-service |
17 | | training programs on suicide prevention or on sexual |
18 | | abuse and assault awareness and prevention. |
19 | | A teacher, however, may not receive credit for conferences, |
20 | | workshops, institutes, seminars, or symposiums that are |
21 | | designed for entertainment, promotional, or commercial |
22 | | purposes or that are solely inspirational or motivational. |
23 | | The State Superintendent of Education and regional |
24 | | superintendents of schools are authorized to review the |
25 | | activities and events provided or to be provided under this |
26 | | subdivision (H) and to investigate complaints regarding |
|

|
1 | | those activities and events, and either the State |
2 | | Superintendent of Education or a regional superintendent |
3 | | of schools may recommend that the State Teacher |
4 | | Certification Board and the State Board of Education |
5 | | jointly disapprove those activities and events considered |
6 | | to be inconsistent with this subdivision (H);
|
7 | | (I) other educational experiences related to improving |
8 | | the
teacher's
knowledge and skills as a teacher, including |
9 | | the following: |
10 | | (i) participating in action research and inquiry |
11 | | projects; |
12 | | (ii) observing programs or teaching in schools, |
13 | | related businesses, or
industry that is systematic, |
14 | | purposeful, and relevant to certificate renewal; |
15 | | (iii) traveling related to one's teaching |
16 | | assignment, directly related to
student achievement or |
17 | | school improvement plans and approved by the regional |
18 | | superintendent of schools or his or her designee at |
19 | | least
30 days prior to the travel experience,
provided |
20 | | that the traveling shall not include time spent |
21 | | commuting to
destinations where the learning |
22 | | experience will occur; |
23 | | (iv) participating in study groups related to |
24 | | student achievement or
school
improvement plans; |
25 | | (v) serving on a statewide education-related |
26 | | committee, including but
not
limited to the State |

|
1 | | Teacher Certification Board, State Board of Education
|
2 | | strategic agenda teams, or the State Advisory Council |
3 | | on Education of
Children with Disabilities; |

5 | | internships; or |
6 | | (vii) developing a portfolio of student and |
7 | | teacher work; |
8 | | (J) professional leadership experiences related to |
9 | | improving
the teacher's
knowledge and skills as a teacher, |
10 | | including the following: |
11 | | (i) participating in curriculum development or |
12 | | assessment activities
at the
school, school district, |
13 | | regional office of education, State, or national
|
14 | | level; |
15 | | (ii) participating in team or department |
16 | | leadership in a school or
school
district; |
17 | | (iii) participating on external or internal school |
18 | | or school district
review
teams; |
19 | | (iv) publishing educational articles, columns, or |
20 | | books relevant to
the
certificate area being renewed; |
21 | | or |
22 | | (v) participating in non-strike related |
23 | | professional association or
labor organization
service |
24 | | or
activities related to professional development; |
25 | | (K) receipt of a subsequent Illinois certificate or |
26 | | endorsement pursuant to this Article;

1 | | (L) completion of requirements for meeting the |
2 | | Illinois criteria for becoming "highly qualified" (for |
3 | | purposes of the No Child Left Behind Act of 2001, Public |
4 | | Law 107-110) in an additional teaching area;
|
5 | | (M) successful completion of 4 semester hours of |
6 | | graduate-level coursework on the assessment of one's own |
7 | | performance in relation to the Illinois Teaching |
8 | | Standards, as described in clause (B) of paragraph (2) of |
9 | | subsection (c) of Section 21-2 of this Code; or |
10 | | (N) successful completion of a minimum of 4 semester |
11 | | hours of graduate-level coursework addressing preparation |
12 | | to meet the requirements for certification by the National |
13 | | Board for Professional Teaching Standards, as described in |
14 | | clause (C) of paragraph (2) of subsection (c) of Section |
15 | | 21-2 of this Code.

16 | | (4) A person must complete the requirements of this |
17 | | subsection (e) before the expiration of his or her Standard |
18 | | Teaching Certificate and must submit assurance to the regional |
19 | | superintendent of schools or, if applicable, a local |
20 | | professional development committee authorized by the regional |
21 | | superintendent to submit recommendations to him or her for this |
22 | | purpose. The statement of assurance shall contain a list of the |
23 | | activities completed, the provider offering each activity, the |
24 | | number of credits earned for each activity, and the purposes to |
25 | | which each activity is attributed. The certificate holder shall |
26 | | maintain the evidence of completion of each activity for at |
|

|
1 | | least one certificate renewal cycle. The certificate holder |
2 | | shall affirm under penalty of perjury that he or she has |
3 | | completed the activities listed and will maintain the required |
4 | | evidence of completion. The State Board of Education or the |
5 | | regional superintendent of schools for each region shall |
6 | | conduct random audits of assurance statements and supporting |
7 | | documentation. |

10 | | (f) Notwithstanding any other provisions of this Code, a |
11 | | school district is authorized to enter into an agreement with |
12 | | the exclusive bargaining representative, if any, to form a |
13 | | local professional development committee (LPDC). The |
14 | | membership and terms of members of the LPDC may be determined |
15 | | by the agreement. Provisions regarding LPDCs contained in a |
16 | | collective bargaining agreement in existence on the effective |
17 | | date of this amendatory Act of the 93rd General Assembly |
18 | | between a school district and the exclusive bargaining |
19 | | representative shall remain in full force and effect for the |
20 | | term of the agreement, unless terminated by mutual agreement. |
21 | | The LPDC shall make recommendations to the regional |
22 | | superintendent of schools on renewal of teaching certificates. |
23 | | The regional superintendent of schools for each region shall
|
24 | | perform
the following functions: |
25 | | (1)
review recommendations for certificate renewal, if |
26 | | any, received from LPDCs; |
|

as the original selections. Committee members |
12 | | shall serve staggered 3-year terms. All
individuals selected to |
13 | | serve on regional professional development review committees

14 | | must be known to demonstrate the best practices in teaching or |
15 | | their respective
field of
practice. |
16 | | (h)(1) The State Teacher Certification Board shall review |
17 | | the regional
superintendent of schools' recommendations to |
18 | | renew or nonrenew Standard
Teaching Certificates
and notify |
19 | | certificate holders in writing whether their certificates have
|
20 | | been renewed or
nonrenewed within 90 days of receipt of the |
21 | | recommendations,
unless a certificate holder has appealed a |
22 | | regional
superintendent of schools'
recommendation of |
23 | | nonrenewal, as provided in paragraph (2) of this subsection
|
24 | | (h). The State Teacher Certification Board shall verify that |
25 | | the
certificate holder
has met the renewal criteria set forth |
26 | | in paragraph (1) of subsection (g) of
this Section. |

11 | | of this amendatory Act of the 93rd General Assembly and shall |
12 | | be given effect upon renewal of those certificates.

19 | | specifically endorsed by the State Board of Education for each |

22 | | institutions approved to offer educator preparation programs |

2 | | institutions to ensure that all rules and standards are being |

5 | | (1) The State Board of Education, in consultation with |
6 | | the State Educator Preparation and Licensure Board, shall |
7 | | establish, by rule, the grade level and subject area |
8 | | endorsements to be added to the Professional Educator |
9 | | License. These rules shall outline the requirements for |
10 | | obtaining each endorsement. |
11 | | (2) In addition to any and all grade level and content |
12 | | area endorsements developed by rule, the State Board of |
13 | | Education, in consultation with the State Educator |
14 | | Preparation and Licensure Board, shall develop the |
15 | | requirements for the following endorsements: |
16 | | (A) General administrative endorsement. A general |
17 | | administrative endorsement shall be added to a |
18 | | Professional Educator License, provided that an |
19 | | approved program has been completed. An individual |
20 | | holding a general administrative endorsement may work |
21 | | only as a principal or assistant principal or in a |
22 | | related or similar position, as determined by the State |
23 | | Superintendent of Education, in consultation with the |
24 | | State Educator Preparation and Licensure Board. |
25 | | Beginning on September 1, 2014, the general |
26 | | administrative endorsement shall no longer be issued. |

7 | | full year during the 5 years prior in a position |

24 | | request to the State Board of Education and by |
25 | | completing one of the following pathways: |

25 | | (B) Principal endorsement. A principal endorsement |
26 | | shall be affixed to a Professional Educator License of |

3 | | (i) Successful completion of a principal |
4 | | preparation program approved in accordance with |

7 | | (ii) Four years of teaching in a public school |
8 | | or nonpublic school recognized by the State Board |
9 | | of Education; however, the State Board of |
10 | | Education, in consultation with the State Educator |
11 | | Preparation and Licensure Board, shall allow, by |
12 | | rules, for fewer than 4 years of experience based |
13 | | on meeting standards set forth in such rules, |
14 | | including without limitation a review of |
15 | | performance evaluations or other evidence of |
16 | | demonstrated qualifications. |
17 | | (iii) A master's degree or higher from a |
18 | | regionally accredited college or university. |
19 | | (C) Chief school business official endorsement. A |
20 | | chief school business official endorsement shall be |
21 | | affixed to the Professional Educator License of any |
22 | | holder who qualifies by having a master's degree or |
23 | | higher, 2 years of full-time administrative experience |
24 | | in school business management or 2 years of |
25 | | university-approved practical experience, and a |
26 | | minimum of 24 semester hours of graduate credit in a |
|

2 | | the preparation of school business administrators and |
3 | | by passage of the applicable State tests. The chief |

6 | | holder who qualifies by having a master's degree in |
7 | | business administration, finance, or accounting and |
8 | | who completes an additional 6 semester hours of |
9 | | internship in school business management from a |
10 | | regionally accredited institution of higher education |
11 | | and passes the applicable State tests. This |
12 | | endorsement shall be required for any individual |
13 | | employed as a chief school business official. |
14 | | (D) Superintendent endorsement. A superintendent |
15 | | endorsement shall be affixed to the Professional |
16 | | Educator License of any holder who has completed a |
17 | | program approved by the State Board of Education for |
18 | | the preparation of superintendents of schools, has had |
19 | | at least 2 years of experience employed as a full-time |
20 | | principal, director of special education, or chief |
21 | | school business official in the public schools or in a |
22 | | State-recognized nonpublic school in which the chief |
23 | | administrator is required to have the licensure |
24 | | necessary to be a principal in a public school in this |
25 | | State and where a majority of the teachers are required |
26 | | to have the licensure necessary to be instructors in a |
|

1 | | public school in this State, and has passed the |
2 | | required State tests; or of any holder who has |
3 | | completed a program from out-of-state that has a |
4 | | program with recognition standards comparable to those |

6 | | holds the general administrative, principal, or chief |
7 | | school business official endorsement and who has had 2 |
8 | | years of experience as a principal, director of special |
9 | | education, or chief school business official while |
10 | | holding a valid educator license or certificate |
11 | | comparable in validity and educational and experience |
12 | | requirements and has passed the appropriate State |
13 | | tests, as provided in Section 21B-30 of this Code. The |
14 | | superintendent endorsement shall allow individuals to |
15 | | serve only as a superintendent or assistant |
16 | | superintendent. |
17 | | (E) Teacher leader endorsement. It shall be the |
18 | | policy of this State to improve the quality of |
19 | | instructional leaders by providing a career pathway |
20 | | for teachers interested in serving in leadership |
21 | | roles, but not as principals. The State Board of |
22 | | Education, in consultation with the State Educator |
23 | | Preparation and Licensure Board, may issue a teacher |
24 | | leader endorsement under this subdivision (E). Persons |
25 | | who meet and successfully complete the requirements of |
26 | | the endorsement shall be issued a teacher leader |

1 | | endorsement on the Professional Educator License for |
2 | | serving in schools in this State. Teacher leaders may |
3 | | qualify to serve in such positions as department |
4 | | chairs, coaches, mentors, curriculum and instruction |
5 | | leaders, or other leadership positions as defined by |
6 | | the district. The endorsement shall be available to |
7 | | those teachers who (i) hold a Professional Educator |
8 | | License, (ii) hold a master's degree or higher from a |
9 | | regionally accredited institution, (iii) have |
10 | | completed a program of study that has been approved by |
11 | | the State Board of Education, in consultation with the |
12 | | State Educator Preparation and Licensure Board, and |
13 | | (iv) have taken coursework in all of the following |
14 | | areas: |
15 | | (I) Leadership. |
16 | | (II) Designing professional development to |
17 | | meet teaching and learning needs. |
18 | | (III) Building school culture that focuses on |
19 | | student learning. |
20 | | (IV) Using assessments to improve student |
21 | | learning and foster school improvement. |
22 | | (V) Building collaboration with teachers and |
23 | | stakeholders. |
24 | | A teacher who meets the requirements set forth in |
25 | | this Section and holds a teacher leader endorsement may |
26 | | evaluate teachers pursuant to Section 24A-5 of this |

2 | | evaluation component required by Section 24A-3 of this |

6 | | The State Board of Education, in consultation with |
7 | | the State Educator Preparation and Licensure Board, |
8 | | may adopt such rules as may be necessary to establish |
9 | | and implement the teacher leader endorsement program |
10 | | and to specify the positions for which this endorsement |
11 | | shall be required. |
12 | | (F) Special education endorsement. A special |
13 | | education endorsement in one or more areas shall be |
14 | | affixed to a Professional Educator License for any |
15 | | individual that meets those requirements established |
16 | | by the State Board of Education in rules. Special |
17 | | education endorsement areas shall include without |
18 | | limitation the following: |
19 | | (i) Learning Behavior Specialist I; |
20 | | (ii) Learning Behavior Specialist II; |
21 | | (iii) Speech Language Pathologist; |
22 | | (iv) Blind or Visually Impaired; |
23 | | (v) Deaf-Hard of Hearing; and |
24 | | (vi) Early Childhood Special Education. |
25 | | Notwithstanding anything in this Code to the contrary, |
26 | | the State Board of Education, in consultation with the |
|

1 | | State Educator Preparation and Licensure Board, may |
2 | | add additional areas of special education by rule. |
3 | | (G) School support personnel endorsement. School |
4 | | support personnel endorsement areas shall include, but |
5 | | are not limited to, school counselor, school |
6 | | psychologist, school speech and language pathologist, |
7 | | school nurse, and school social worker. This |
8 | | endorsement is for individuals who are not teachers or |
9 | | administrators, but still require licensure to work in |
10 | | an instructional support position in a public or |
11 | | State-operated elementary school, secondary school, or |
12 | | cooperative or joint agreement with a governing body or |
13 | | board of control or a charter school operating in |
14 | | compliance with the Charter Schools Law. The school |
15 | | support personnel endorsement shall be affixed to the |
16 | | Professional Educator License and shall meet all of the |
17 | | requirements established in any rules adopted to |
18 | | implement this subdivision (G). The holder of such an |
19 | | endorsement is entitled to all of the rights and |
20 | | privileges granted holders of any other Professional |
21 | | Educator License, including teacher benefits, |
22 | | compensation, and working conditions. |
23 | | Beginning on October 1, 2013 and ending on January |
24 | | 31, 2014, a person holding a Professional Educator |
25 | | License with a school speech and language pathologist |
26 | | (teaching) endorsement may exchange his or her school |
|

8 | | Sec. 21B-40. Fees. |
9 | | (a) Beginning with the start of the new licensure system |
10 | | established pursuant to this Article, the following fees shall |

12 | | (1) A $75 application fee for a Professional Educator |
13 | | License or an Educator License with Stipulations and for |
14 | | individuals seeking a Substitute Teaching License. |
15 | | However, beginning on January 1, 2015, the application fee |
16 | | for a Professional Educator License, Educator License with |
17 | | Stipulations, or Substitute Teaching License shall be |
18 | | $100. |
19 | | (2) A $150 application fee for individuals who have |
20 | | completed an approved educator preparation program outside |
21 | | of this State or who hold a valid, comparable credential |
22 | | from another state or country and are seeking any of the |
23 | | licenses set forth in subdivision (1) of this subsection |
24 | | (a). |
25 | | (3) A $50 application fee for each endorsement or |

1 | | approval an individual holding a license wishes to add to |

3 | | (4) A $10 per year registration fee for the course of |
4 | | the validity cycle to register the license, which shall be |

6 | | and control over the school in which the individual holding |
7 | | the license is to be employed. If the individual holding |
8 | | the license is not yet employed, then the license may be |
9 | | registered in any county in this State. The registration |
10 | | fee must be paid in its entirety the first time the |
11 | | individual registers the license for a particular validity |
12 | | period in a single region. No additional fee may be charged |
13 | | for that validity period should the individual |

15 | | An individual must register the license (i) immediately |
16 | | after initial issuance of the license and (ii) at the |
17 | | beginning of each renewal cycle if the individual has |
18 | | satisfied the renewal requirements required under this |
19 | | Code. |
20 | | (b) All application fees paid pursuant to subdivisions (1) |
21 | | through (3) of subsection (a) of this Section shall be |
22 | | deposited into the Teacher Certificate Fee Revolving Fund and |
23 | | shall be used, subject to appropriation, by the State Board of |
24 | | Education to provide the technology and human resources |
25 | | necessary for the timely and efficient processing of |
26 | | applications and for the renewal of licenses . The Teacher |

|
1 | | Certificate Fee Revolving Fund is not subject to administrative |
2 | | charge transfers, authorized under Section 8h of the State |
3 | | Finance Act, from the Teacher Certificate Fee Revolving Fund |
4 | | into any other fund of this State, and moneys in the Teacher |
5 | | Certificate Fee Revolving Fund shall not revert back to the |
6 | | General Revenue Fund at any time. |
7 | | The regional superintendent of schools shall deposit the |
8 | | registration fees paid pursuant to subdivision (4) of |
9 | | subsection (a) of this Section into the institute fund |
10 | | established pursuant to Section 3-11 of this Code. |
11 | | (c) The State Board of Education and each regional office |
12 | | of education are authorized to charge a service or convenience |
13 | | fee for the use of credit cards for the payment of license |
14 | | fees. This service or convenience fee shall not exceed the |
15 | | amount required by the credit card processing company or vendor |
16 | | that has entered into a contract with the State Board or |
17 | | regional office of education for this purpose, and the fee must |
18 | | be paid to that company or vendor. |
19 | | (d) If, at the time a certificate issued under Article 21 |
20 | | of this Code is exchanged for a license issued under this |
21 | | Article, a person has paid registration fees for any years of |
22 | | the validity period of the certificate and these years have not |
23 | | expired when the certificate is exchanged, then those fees must |
24 | | be applied to the registration of the new license.

2 | | Sec. 21B-45. Professional Educator License Licensure |
3 | | renewal. |
4 | | (a) Individuals holding a Professional Educator License |
5 | | All licenses with endorsements are required to complete the |
6 | | licensure renewal requirements as specified in this Section, |
7 | | unless otherwise provided in this Code. |
8 | | Individuals holding a Professional Educator License |
9 | | endorsed in a teaching field shall meet the renewal |
10 | | requirements set forth in this subsection (e) of Section , |
11 | | unless otherwise provided in this Code 21-14 of this Code. An |
12 | | individual holding a Professional Educator License with a |
13 | | general administrative, principal, chief school business |
14 | | official, or superintendent endorsement issued under this |
15 | | Article who is also working in a position using or requiring |
16 | | that endorsement is subject to the renewal requirements in |
17 | | subsection (c-10) of Section 21-7.1 of this Code. An individual |
18 | | holding a Professional Educator License with a school personnel |
19 | | support endorsement and working in a position for which that |
20 | | endorsement is required must complete the licensure renewal |
21 | | requirements under Section 21-25 of this Code . If an individual |
22 | | holds a license endorsed licensure in more than one area that |
23 | | has different renewal requirements, that individual shall |
24 | | follow the renewal requirements for the position for which he |
25 | | or she spends the majority of his or her time working. |
26 | | (b) All Professional Educator Licenses licenses not |

1 | | renewed annually as provided in this Section shall lapse on |
2 | | September 1 of that year or registered in accordance with |
3 | | Section 21B-40 of this Code shall lapse after a period of 6 |
4 | | months from the expiration of the last year of registration . |
5 | | Lapsed licenses may be immediately reinstated upon (i) payment |
6 | | by the applicant of a $500 penalty to the State Board of |
7 | | Education or (ii) the demonstration of proficiency by |
8 | | completing 9 semester hours of coursework from a regionally |
9 | | accredited institution of higher education in the content area |
10 | | that most aligns with one or more of the educator's endorsement |
11 | | areas. Any and all back fees, including without limitation |
12 | | registration fees owed from the time of expiration of the |
13 | | certificate until the date of reinstatement, shall be paid and |
14 | | kept in accordance with the provisions in Article 3 of this |
15 | | Code concerning an institute fund and the provisions in Article |
16 | | 21 of this Code concerning fees and requirements for |
17 | | registration. Licenses not registered in accordance with |
18 | | Section 21B-40 of this Code shall lapse after a period of 6 |
19 | | months from the expiration of the last year of registration. An |
20 | | unregistered license is invalid after September 1 for |
21 | | employment and performance of services in an Illinois public or |
22 | | State-operated school or cooperative and in a charter school. |
23 | | The license may be reinstated once the applicant has |
24 | | demonstrated proficiency by completing 9 semester hours of |
25 | | coursework from a regionally accredited institution of higher |
26 | | education in the content area that most aligns with the |

1 | | educator's endorsement area or areas. Before the license may be |
2 | | reinstated, the applicant shall pay all back fees owed from the |
3 | | time of expiration of the license until the date of |
4 | | reinstatement. Any license or endorsement may be voluntarily |
5 | | surrendered by the license holder. A voluntarily surrendered |
6 | | license shall be treated as a revoked license.
|
7 | | (c) Beginning July 1, 2013 until June 30, 2014, in order to |
8 | | satisfy the requirements for licensure renewal provided for in |
9 | | this Section, each professional educator licensee with an |
10 | | administrative endorsement who is working in a position |
11 | | requiring such endorsement shall complete one Illinois |
12 | | Administrators' Academy course as described in Article 2 of |
13 | | this Code per fiscal year. |
14 | | (d) Beginning July 1, 2014, in order to satisfy the |
15 | | requirements for licensure renewal provided for in this |
16 | | Section, each professional educator licensee may create a |
17 | | professional development plan each year. The plan shall address |
18 | | one or more of the endorsements that are required of his or her |
19 | | educator position if the licensee is employed and performing |
20 | | services in an Illinois public or State-operated school or |
21 | | cooperative. If the licensee is employed in a charter school, |
22 | | the plan shall address that endorsement or those endorsements |
23 | | most closely related to his or her educator position. Licensees |
24 | | employed and performing services in any other Illinois schools |
25 | | may participate in the renewal requirements by adhering to the |
26 | | same process. |

|
1 | | Except as otherwise provided in this Section, the |
2 | | licensee's activities shall align with one or more of the |
3 | | following criteria: |
4 | | (1) activities are of a type that engage participants |
5 | | over a sustained period of time allowing for analysis, |
6 | | discovery, and application as they relate to student |
7 | | learning, social or emotional achievement, or well-being; |
8 | | (2) professional development that aligns to the |
9 | | licensee's performance; |
10 | | (3) expected outcomes for the activities that relate to |
11 | | student growth or district improvement; |
12 | | (4) activities that align to State-approved standards;
|
13 | | and |
14 | | (5) higher education coursework as defined by rule. |
15 | | (e) For each fiscal year of the registration cycle (July 1 |
16 | | to June 30) each professional educator licensee shall engage in |
17 | | professional development activities aligned to his or her |
18 | | professional development plan or performance evaluation. |
19 | | Within 60 days after the conclusion of a professional |
20 | | development activity, the approved provider responsible for |
21 | | the activity shall enter electronically into the Educator |
22 | | Licensure Information System (ELIS) the name, date, and |
23 | | location of the activity, name and Illinois educator |
24 | | information number of each participant completing the |
25 | | activity, the number of professional development hours, and the |
26 | | provider's name. The following provisions shall apply |

1 | | concerning professional development activities: |
2 | | (1) Each licensee shall complete a minimum of 10 hours |
3 | | of professional development during each fiscal year of the |
4 | | renewal cycle. A total of 100 hours per 5-year renewal |
5 | | cycle shall be completed in order to renew the license. |
6 | | (2) Beginning with his or her first full 5-year cycle, |
7 | | any licensee with an administrative endorsement who is not |
8 | | working in a position requiring such endorsement shall |
9 | | complete one Illinois Administrators' Academy course as |
10 | | described in Article 2 of this Code in each 5-year renewal |
11 | | cycle in which the administrative endorsement was held for |
12 | | at least one year. The Illinois Administrators' Academy |
13 | | course may count toward the annual minimum of 10 hours and |
14 | | the total of 100 hours per 5-year cycle. |
15 | | (3) Any licensee with an administrative endorsement |
16 | | who is working in a position requiring such endorsement, or |
17 | | an individual with a Teacher Leader endorsement serving in |
18 | | an administrative capacity at least 50% of the day, shall |
19 | | complete one Illinois Administrators' Academy course as |
20 | | described in Article 2 of this Code each fiscal year in |
21 | | addition to any required professional development |
22 | | activities in accordance with this Code. |
23 | | (4) Any licensee holding a current National Board for |
24 | | Professional Teaching Standards (NBPTS) master teacher |
25 | | designation during any particular fiscal year shall |
26 | | complete a minimum of 5 hours of professional development, |

1 | | which may include providing professional development that |
2 | | aligns to NBPTS standards, for each year of the renewal |
3 | | cycle. A total of 50 hours per 5-year renewal cycle shall |
4 | | be completed in order to renew the license. |
5 | | (5) Licensees working in a position that does not |
6 | | require educator licensure or working in a position for |
7 | | less than 50% for any particular year are considered to be |
8 | | exempt and shall be required to pay only the registration |
9 | | fee in order to renew and maintain the validity of the |
10 | | license. |
11 | | (6) Licensees who are retired from a State retirement |
12 | | system shall notify the State Board of Education using |
13 | | ELIS, and the license shall be maintained in retired |
14 | | status. An individual with a license in retired status |
15 | | shall not be required to complete professional development |
16 | | activities or pay registration fees until returning to a |
17 | | position that requires educator licensure. Upon returning |
18 | | to work in a position that requires the Professional |
19 | | Educator License, the licensee shall immediately pay a |
20 | | registration fee and complete renewal requirements for |
21 | | that year. A license in retired status cannot lapse. |
22 | | (7) For any fiscal year in which professional |
23 | | development hours were required, but not fulfilled, the |
24 | | licensee shall complete any missed hours to total the |
25 | | minimum professional development hours required in this |
26 | | Section prior to September 1 of that year. For any fiscal |

1 | | year or renewal cycle in which an Illinois Administrators' |
2 | | Academy course was required but not completed, the licensee |
3 | | shall complete any missed Illinois Administrators' Academy |
4 | | courses prior to September 1 of that year. The licensee may |
5 | | complete all deficient hours and Illinois Administrators' |
6 | | Academy courses while continuing to work on that license |
7 | | until September 1 of that year. |
8 | | (8) Any licensee who has not fulfilled the professional |
9 | | development renewal requirements set forth in this Section |
10 | | at the end of any 5-year renewal cycle is ineligible to |
11 | | register his or her license and shall submit an appeal to |
12 | | the State Superintendent of Education for reinstatement of |
13 | | the license. |
14 | | (9) If professional development opportunities were |
15 | | unavailable to a licensee, proof that opportunities were |
16 | | unavailable and request for an extension of time beyond |
17 | | August 31 to complete the renewal requirements may be |
18 | | submitted from April 1 through June 30 of that year to the |
19 | | State Educator Preparation and Licensure Board. If an |
20 | | extension is approved, the license shall remain valid |
21 | | during the extension period. |
22 | | (10) Individuals who hold exempt certificates prior to |
23 | | July 1, 2013 shall commence the annual renewal process with |
24 | | the first scheduled registration due after July 1, 2013. |
25 | | (f) Each licensee shall log into ELIS annually between |
26 | | April 1 and June 30 to (i) attest to a statement, under penalty |

1 | | of perjury, that he or she completed the professional |
2 | | development requirements in this Section for renewal of his or |
3 | | her Professional Educator License and (ii) respond to the |
4 | | required legal questions. |
5 | | (g) The following entities shall be designated as approved |
6 | | to provide professional development activities for the renewal |
7 | | of Professional Educator Licenses: |
8 | | (1) The State Board of Education. |
9 | | (2) regional offices of education and intermediate |
10 | | service centers. |
11 | | (3) Illinois professional associations representing |
12 | | the following groups and approved by the State |
13 | | Superintendent of Education: |
14 | | (A) school administrators; |
15 | | (B) principals; |
16 | | (C) school business officials; |
17 | | (D) teachers; |
18 | | (E) school boards; and |
19 | | (F) local school districts. |
20 | | (4) Regionally accredited institutions of higher |
21 | | education that offer Illinois-approved educator |
22 | | preparation programs. |
23 | | (5) Illinois public school districts and special |
24 | | education cooperatives. |
25 | | (h) Approved providers under subsection (g) of this Section |
26 | | shall make available professional development opportunities |

1 | | that satisfy at least one of the following: |
2 | | (1) increase the knowledge and skills of school and |
3 | | district leaders who guide continuous professional |
4 | | development; |
5 | | (2) improve the learning of students; |
6 | | (3) organize adults into learning communities whose |
7 | | goals are aligned with those of the school and district; |
8 | | (4) deepen educator's content knowledge; |
9 | | (5) provide educators with research-based |
10 | | instructional strategies to assist students in meeting |
11 | | rigorous academic standards; |
12 | | (6) prepare educators to appropriately use various |
13 | | types of classroom assessments; |
14 | | (7) use learning strategies appropriate to the |
15 | | intended goals; |
16 | | (8) provide educators with the knowledge and skills to |
17 | | collaborate; or |
18 | | (9) prepare educators to apply research to |
19 | | decision-making. |
20 | | (i) Approved providers under subsection (g) of this Section |
21 | | shall do the following: |
22 | | (1) align professional development activities to the |
23 | | State-approved national standards for professional |
24 | | learning; |
25 | | (2) meet the professional development criteria for |
26 | | Illinois licensure renewal; |

1 | | (3) produce a rationale for the activity that explains |
2 | | how it aligns to State standards and identify the |
3 | | assessment for determining the expected impact on student |
4 | | learning or school improvement; |
5 | | (4) enter completion data into ELIS for all |
6 | | participants within 60 days after the activity; and |
7 | | (5) maintain original documentation for completion of |
8 | | activities. |
9 | | (j) The State Board of Education shall conduct annual |
10 | | audits of approved providers, except for school districts, |
11 | | which shall be audited by regional offices of education and |
12 | | intermediate service centers. |
13 | | (1) Approved providers shall annually submit to the |
14 | | State Superintendent of Education a list of subcontractors |
15 | | used for delivery of professional development activities |
16 | | for which renewal credit was issued and other information |
17 | | as defined by rule. |
18 | | (2) Approved providers shall annually submit data |
19 | | demonstrating how the professional development activities |
20 | | impacted one or more of the following: |
21 | | (A) educator and student growth in regards to |
22 | | content knowledge or skills, or both; |
23 | | (B) educator and student social and emotional |
24 | | growth; or |
25 | | (C) alignment to district or school improvement |
26 | | plans. |

1 | | (3) The State Superintendent of Education shall review |
2 | | the annual data collected by the State Board of Education, |
3 | | regional offices of education, and intermediate service |
4 | | centers in audits to determine if the approved provider has |
5 | | met the criteria and should continue to be an approved |
6 | | provider or if further action should be taken as provided |
7 | | in rules. |
8 | | (k) Registration fees shall be paid for the next renewal |
9 | | cycle between April 1 and June 30 in the last year of each |
10 | | 5-year renewal cycle using ELIS. If all required professional |
11 | | development hours for the renewal cycle have been completed and |
12 | | entered by the providers, the licensee shall pay the |
13 | | registration fees for the next cycle using a form of credit or |
14 | | debit card. |
15 | | (l) Beginning July 1, 2014, any professional educator |
16 | | licensee endorsed for school support personnel who is employed |
17 | | and performing services in Illinois public schools and who |
18 | | holds an active and current professional license issued by the |
19 | | Department of Financial and Professional Regulation related to |
20 | | the endorsement areas on the Professional Educator License |
21 | | shall be deemed to have satisfied the continuing professional |
22 | | development requirements provided for in this Section. Such |
23 | | individuals shall be required to pay only registration fees to |
24 | | renew the Professional Educator License. An individual who does |
25 | | not hold a license issued by the Department of Financial and |
26 | | Professional Regulation shall complete professional |

1 | | development requirements for the renewal of a Professional |
2 | | Educator License provided for in this Section. |
3 | | (m) Appeals to the State Superintendent of Education to |
4 | | ensure professional development credit is received from |
5 | | approved providers shall be as follows: |
6 | | (1) If, after 65 days after a professional development |
7 | | activity, the licensee has not received credit in his or |
8 | | her ELIS file, the State Superintendent of Education shall |
9 | | be notified using the electronic format in ELIS. |
10 | | (2) The State Superintendent of Education shall |
11 | | contact the provider within 15 days after receipt of the |
12 | | notice to determine the cause of the professional |
13 | | development activity not being credited. |
14 | | (3) If the determination by the State Superintendent of |
15 | | Education is that the licensee is entitled to the credit, |
16 | | the provider shall enter the appropriate data into ELIS |
17 | | within 15 days. If the determination is that the licensee |
18 | | is not entitled to the professional development credit, he |
19 | | or she shall be contacted within 15 days with that |
20 | | information. |
21 | | (n) Appeals to the State Educator Preparation and Licensure |
22 | | Board
must be made within 30 days after receipt of notice from |
23 | | the State Superintendent of Education that a license will not |
24 | | be renewed based upon failure to complete the requirements of |
25 | | this Section. A licensee may appeal that decision to the State |
26 | | Educator Preparation and Licensure Board in a manner prescribed |

1 | | by rule. |
2 | | (1) Each appeal shall state the reasons why the State |
3 | | Superintendent's decision should be reversed and shall be |
4 | | sent by certified mail, return receipt requested, to the |
5 | | State Board of Education. |
6 | | (2) The State Educator Preparation and Licensure Board |
7 | | shall review each appeal regarding renewal of a license in |
8 | | order to determine whether the licensee has met the |
9 | | requirements of this Section. The State Educator |
10 | | Preparation and Licensure Board may hold an appeal hearing |
11 | | or may make its determination based upon the record of |
12 | | review, which shall consist of the following: |
13 | | (A) the regional superintendent of education's |
14 | | rationale for recommending nonrenewal of the license, |
15 | | if applicable; |
16 | | (B) any evidence submitted to the State |
17 | | Superintendent along with the individual's electronic |
18 | | statement of assurance for renewal; and |
19 | | (C) the State Superintendent's rationale for |
20 | | non-renewal of the license. |
21 | | (3) The State Educator Preparation and Licensure Board |
22 | | shall notify the licensee of its decision regarding license |
23 | | renewal by certified mail, return receipt requested, no |
24 | | later than 30 days after reaching a decision. Upon receipt |
25 | | of notification of renewal, the licensee shall pay the |
26 | | applicable registration fee for the next cycle using a form |
