Amends the Illinois Vehicle Code. Creates the Illinois Police K-9 Memorial Fund. Allows the Secretary of State to issue Illinois Police K-9 Memorial Plates. Charges $40 for the issuance of these plates, $25 of which will go to the Illinois Police K-9 Memorial Fund and $15 of which will go the Secretary of State Special License Fund. Charges $27 for renewal, $25 of which will go to the Illinois Police K-9 Memorial Fund and $2 of which will go to the Secretary of State Police Special License Fund. Allows distribution of money in the Illinois Police K-9 Memorial Fund to the Northern Illinois Police K-9 Memorial for the construction, operation, and maintenance of a police K-9 memorial monument.

| 4 | | Section 5. The State Finance Act is amended by adding |
| 5 | | Section 5.826 as follows:

| 11 | | Sec. 3-699. Illinois Police K-9 Memorial Plates. |
| 12 | | (a) The Secretary, upon receipt of all applicable fees and |
| 13 | | applications made in the form prescribed by the Secretary, may |
| 14 | | issue special registration plates designated as Illinois |
| 15 | | Police K-9 Memorial license plates.

| 16 | | under this Section shall be affixed only to passenger vehicles |
| 17 | | of the first division or motor vehicles of the second division |
| 18 | | weighing not more than 8,000 pounds.

| 19 | | Section shall expire according to the multi-year procedure |
| 20 | | established by Section 3-414.1 of this Code. |
| 21 | | (b) The design and color of the plates is wholly within the |

| 1 | | discretion of the Secretary. The Secretary may allow the plates |
| 2 | | to be issued as vanity plates or personalized under Section |
| 3 | | 3-405.1 of the Code. Appropriate documentation, as determined |
| 4 | | by the Secretary, shall accompany each application. The |
| 5 | | Secretary shall prescribe stickers or decals as provided under |
| 6 | | Section 3-412 of this Code. |
| 7 | | (c) An applicant shall be charged a $40 fee for original |
| 8 | | issuance in addition to the applicable registration fee. Of |
| 9 | | this additional fee, $15 shall be deposited into the Secretary |
| 10 | | of State Special License Plate Fund and $25 shall be deposited |
| 11 | | into the Illinois Police K-9 Memorial Fund. For each |
| 12 | | registration renewal period, a $27 fee, in addition to the |
| 13 | | appropriate registration fee, shall be charged. Of this |
| 14 | | additional fee, $2 shall be deposited into the Secretary of |
| 15 | | State Special License Plate Fund and $25 shall be deposited |
| 16 | | into the Illinois Police K-9 Memorial Fund. |
| 17 | | (d) The Illinois Police K-9 Memorial Fund is created as a |
| 18 | | special fund in the State treasury. All moneys in the Illinois |
| 19 | | Police K-9 Memorial Fund shall be paid, subject to |
| 20 | | appropriation by the General Assembly and distribution by the |
| 21 | | Secretary, as grants to the Northern Illinois Police K-9 |
| 22 | | Memorial for the creation, operation, and maintenance of a |
| 23 | | police K-9 memorial monument.
