SYNOPSIS AS INTRODUCED:
 
5 ILCS 75/1  from Ch. 1, par. 1201

    Amends the Effective Date of Laws Act. Provides that in odd-numbered years, bills passed prior to the convening of the General Assembly require a three-fifths vote of the members elected to each house. Effective immediately.

1    AN ACT concerning government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Effective Date of Laws Act is amended by
5changing Section 1 as follows:
 
6    (5 ILCS 75/1)  (from Ch. 1, par. 1201)
7    Sec. 1. Bills passed before June 1.
8    (a) A bill passed prior to June 1 of a calendar year that
9does not provide for an effective date in the terms of the bill
10shall become effective on January 1 of the following year, or
11upon its becoming a law, whichever is later.
12    (b) A bill passed prior to June 1 of a calendar year that
13does provide for an effective date in the terms of the bill
14shall become effective on that date if that date is the same as
15or subsequent to the date the bill becomes a law; provided that
16if the effective date provided in the terms of the bill is
17prior to the date the bill becomes a law then the date the bill
18becomes a law shall be the effective date.
19    (c) A bill passed in an odd-numbered year prior to the
20convening of the General Assembly in that year shall become
21effective as provided for under this Section only if the
22General Assembly shall pass the bill by a vote of three-fifths
23of the members elected to each house.

2    Section 99. Effective date. This Act takes effect upon
3becoming law.
