Amends the Effective Date of Laws Act. Provides that in odd-numbered years, bills passed prior to the convening of the General Assembly require a three-fifths vote of the members elected to each house. Effective immediately.

1 | | AN ACT concerning government.
|
2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Effective Date of Laws Act is amended by |
5 | | changing Section 1 as follows:
|
6 | | (5 ILCS 75/1) (from Ch. 1, par. 1201)
|
7 | | Sec. 1. Bills passed before June 1.
|
8 | | (a) A bill passed prior to June 1 of a calendar year
that |
9 | | does not provide for an effective date in the terms of the bill |
10 | | shall
become effective on January 1 of the following year, or |
11 | | upon its
becoming a law, whichever is later.
|
12 | | (b) A bill passed prior to June 1 of a calendar year that
|
13 | | does provide for an effective date in the terms of the bill |
14 | | shall become
effective on that date if that date is the same as |
15 | | or subsequent to the
date the bill becomes a law; provided that |
16 | | if the effective date
provided in the terms of the bill is |
17 | | prior to the date the bill becomes
a law then the date the bill |
18 | | becomes a law shall be the effective date.

19 | | (c) A bill passed in an odd-numbered year prior to the |
20 | | convening of the General Assembly in that year shall become |
21 | | effective as provided for under this Section only if the |
22 | | General Assembly shall pass the bill by a vote of three-fifths |
23 | | of the members elected to each house. |
