4 | | amended by changing Sections 19 and 22 as follows:

7 | | (a) The governing and administrative body of the Authority |

board consisting of seven members, to be known as |

recognized business |
11 | | ability. No member of the Board of the
Authority shall hold any |
12 | | other office or employment under the Federal,

22 | | the Authority shall have any private financial
interest, profit |
23 | | or benefit in any contract, work or business of the
Authority |
24 | | nor in the sale or lease of any property to or from the

2 | | (b) The provisions of this subsection (b) apply only for |
3 | | terms of office beginning before the effective date of this |
4 | | amendatory Act of the 98th General Assembly. The salary of each |
5 | | member of the initial Board shall be
$15,000.00 per annum, and |
6 | | such salary shall not be increased or diminished
during his or |
7 | | her term of office. The salaries of successor members of the
|
8 | | Board shall be fixed by the Board and shall not be increased or |
9 | | diminished
during their respective terms of office. No Board |
10 | | member shall be allowed
any fees, perquisites or emoluments, |
11 | | reward or compensation for his or her
services as a member or |
12 | | officer of the Authority aside from his or her
salary or |
13 | | pension, but he or she shall be reimbursed for actual expenses
|
14 | | incurred by him or her in the performance of his or her duties. |
15 | | (c) For terms of office beginning on or after the effective |
16 | | date of this amendatory Act of the 98th General Assembly, each |
17 | | member of the Board shall be compensated $500 for attendance at |
18 | | each meeting of the Board and each other meeting he or she is |
19 | | statutorily required to attend in his or her capacity as a |
20 | | member of the Board, and for actual expenses incurred in travel |
21 | | to and from those meetings, but he or she shall not be |
22 | | otherwise compensated for service as a member of the Board.

23 | | For individuals who first become members of the Board on or |
24 | | after the effective date of this amendatory Act of the 98th |
25 | | General Assembly, no service or contribution shall be credited |
26 | | in any retirement system or pension fund, under the Illinois |

6 | | chairperson nor any other member of the Board shall be entitled |
7 | | to participate in a program of life or health insurance as a |

the federal Social Security Act, as amended, and |
7 | | the related provisions of
the Federal Insurance Contributions |
8 | | Act, as amended, or the federal
Railroad Retirement Act, as |
9 | | amended, and the related provisions of the
Railroad Retirement |
10 | | Tax Act, as amended, as the case may be; and may
provide in |
11 | | connection with such pension systems, a system of benefits
|
12 | | payable to the beneficiaries and dependents of any participant |
13 | | in such
pension systems after the death of such participant |
14 | | (whether accidental or
otherwise, whether occurring in the |
15 | | actual performance of duty or
otherwise, or both) subject to |
16 | | such exceptions, conditions, restrictions
and classifications |
17 | | as may be provided by ordinance of the Authority. Such
pension |
18 | | systems shall be financed or funded by such means and in such
|
19 | | manner as may be determined by the Authority to be economically |
20 | | feasible. |
21 | | (b) Beginning on the effective date of this amendatory Act |
22 | | of the 98th General Assembly, the Authority shall not grant any |
23 | | new benefit increase. As used in this subsection (b), "new |
24 | | benefit increase" means (i) an increase in the amount of any |
25 | | benefit provided under the authority of an ordinance adopted |
26 | | under this Section that takes effect after the effective date |
