Synopsis As Introduced
Amends the Emergency Medical Services (EMS) Systems Act. Changes the terms "Emergency Medical Technician-Paramedic (EMT-P)" to "Paramedic", "Emergency Medical Technician-Basic (EMT-B)" to "EMT", and "Pre-hospital RN" to "Pre-Hospital Registered Nurse". Adds a new category of license for Advanced Emergency Medical Technicians (AEMT). Provides for the licensure (instead of certification) of Pre-Hospital Registered Nurses and Emergency Communications Registered Nurses. Repeals a provision that defined the term "First Responder" and provided for the licensure of First Responders. Creates a category of license for Emergency Medical Responders. Provides educational requirements for Emergency Medical Responders. Provides that the definitions of basic life support services, intermediate life support services, and advanced life support services shall include the services outlined in the National EMS Education Standards (instead of in the national curriculum of the United States Department of Transportation). Authorizes the Department to suspend, revoke, or refuse to issue or renew the license of an Emergency Medical Dispatcher, Lead Instructor, Pre-Hospital Registered Nurse, or Emergency Communications Registered Nurse. Adds the category of AEMT to provisions concerning EMTs in the Firemen's Disciplinary Act, the Volunteer Emergency Worker Job Protection Act, the Illinois Municipal Code, the Fire Protection District Act, the AIDS Confidentiality Act, the Good Samaritan Act, the Workers' Compensation Act, and the Workers' Occupational Diseases Act. Makes corresponding changes in the Boxing and Full-contact Martial Arts Act, the Abandoned Newborn Infant Protection Act, the Coal Mine Medical Emergencies Act, the Burn Injury Reporting Act, the Illinois Vehicle Code, and the Good Samaritan Act. Makes other changes. Effective immediately.

Senate Committee Amendment No. 1
Replaces everything after the enacting clause. Reinserts the introduced bill with substantially similar provisions, but with changes that include the following: (1) removes language that provided that the services included in the definition of "intermediate life support services" are outlined in the provisions of the National EMS Education Standards relating to intermediate life support; (2) changes the definition of "pre-hospital care" to provide that "pre-hospital care" is defined as certain services rendered before and during transportation to health care facilities (instead of hospitals); (3) adds the term "Pre Hospital RN" to the definition of "Pre Hospital Registered Nurse"; (4) removes references to "EMT-A"; (5) provides that a valid EMT-B license shall be recognized as an EMT license until the EMT-B license expires; (6) provides that a valid EMT-P license shall be recognized as a Paramedic license until the EMT-P license expires; (7) in the definitions of "Trauma Nurse Specialist", "Emergency Communications Registered Nurse", and "Pre-Hospital Registered Nurse" adds that for out-of-state facilities that have Illinois recognition under certain programs, the professional shall have an unencumbered registered nurse license in the state in which he or she practices and provides that the use of the term license in those provisions is used to reflect a change in terminology from "certification" to "license"; (8) in a provision regarding disaster relief volunteers, adds an emergency medical responder to the list of persons who, except in cases involving willful and wanton misconduct, are not liable for civil damages for errors or omissions in providing volunteer health care services as a disaster relief volunteer; and (9) makes grammatical changes. Effective immediately.

Replaces everything after the enacting clause. Reinserts the provisions of the bill, as amended by Senate Amendment No. 1, except with the following changes: (1) changes references from "AEMT" to "A-EMT"; (2) in the definitions of "Emergency Medical Responder" and "EMS personnel", changes the term "Emergency Medical Responder (EMR)" to "Emergency Medical Responder (EMR) (First Responder)"; (3) in the definitions of "Paramedic" and "EMS personnel", changes the term "Paramedic" to "Paramedic (EMT-P)"; (4) provides that a valid First Responder license shall continue to be valid and shall be recognized as an Emergency Medical Responder license until the First Responder license expires; (5) provides that all EMS Systems and licensees shall be fully compliant with the National EMS Education Standards, as modified by the Department of Public Health in administrative rules, within 24 months after the adoption of the administrative rules (instead of after the effective date of the amendatory Act); (6) in the provisions amending the AIDS Confidentiality Act, provides that informed consent is not required to perform a test for HIV if an emergency medical responder or pre-hospital registered nurse is involved in an accidental contact with the blood or bodily fluids of an individual which is of a nature that may transmit HIV; and (7) removes provisions amending the Good Samaritan Act. Effective immediately.
