Synopsis As Introduced
Amends the State Finance Act. Permits the State Board of Education to make payments for grants provided by the United States Department of Agriculture, the United States Department of Education, or any other federal agency for any fiscal year without regard to the fact that the services being compensated for by such payment may have been rendered in a prior fiscal year. Effective July 1, 2014.

Replaces everything after the enacting clause. Amends the Educator Licensure Article of the School Code. Provides for a principal endorsement to be affixed to a Professional Educator License if the license holder qualifies by having, among other requirements, at least 4 total years of teaching or working in the capacity of school support personnel in an Illinois public school or recognized nonpublic school or in an out-of-state public school or out-of-state nonpublic school meeting out-of-state recognition standards comparable to those approved by the State Superintendent of Education (instead of 4 years of teaching or working in the capacity of school support personnel in a public school or recognized nonpublic school). Provides that a not-for-profit organization that, as of the effective date of the amendatory Act, has had or has a grant from or a contract with the State Board of Education to provide professional development services in the area of English Language Learning to Illinois school districts, teachers, or administrators shall be designated as approved to provide professional development activities for the renewal of Professional Educator Licenses. Effective immediately.
