Replaces everything after the enacting clause. Amends the Carnival and Amusement Rides Safety Act. Defines "inflatable attraction". Provides that the Director of Labor may adopt by reference, in whole or in part, any code, standard, or bulletin issued by a nationally recognized organization after consultation with the Carnival-Amusement Safety Board and a finding that the adoption of the code, standard, or bulletin would promote the purposes of the Act. Provides that the Department of Labor shall have the power to suspend or revoke an owner's permit for any good cause under the meaning and purpose of the Act. Provides requirements for notice and hearings for suspension or revocation of a permit. Provides requirements for service and appeal of an order for cessation of operation of amusement ride or attraction. Requires a liability insurance policy of no less than $1,000,000 for the operation of an amusement ride or attraction. Makes changes to a provision concerning criminal penalties. Authorizes the Department to bring injunctive proceedings in any court of competent jurisdiction to compel compliance with any order made by the Department under the Act. Provides for the deposit of fees and fines under the Act into the Carnival Safety Fund. Amends the State Finance Act. Creates the Carnival Safety Fund. Effective immediately.

Replaces everything after the enacting clause. Reinserts the language of the engrossed bill. Changes the definition of "inflatable attraction". Includes inflatable attractions under the definition of "amusement ride". Changes references from "calendar days" to "working days". Changes references from "the Carnival Safety Fund" to the "Amusement Ride and Patron Safety Fund". Makes other changes. Effective immediately.
