Amends the State Employees Group Insurance Act of 1971. Makes a technical change in a Section concerning the short title.

Replaces everything after the enacting clause. Amends the Child Care Act of 1969. Provides that any standard adopted by the Department that requires an applicant for a license to operate a day care home to include a copy of a high school diploma or equivalent certificate with his or her application shall be deemed to be satisfied if the applicant includes a copy of a high school diploma or equivalent certificate or a copy of a degree from an accredited institution of higher education or vocational institution or equivalent certificate.
