Synopsis As Introduced
Amends the Illinois Lottery Law. Allows the Illinois Lottery to offer Lucky Day Lotto, My3, Pick 3, and Pick 4 games through the Internet pilot program. Effective immediately.

Replaces everything after the enacting clause. Amends the Illinois Lottery Law. In provisions concerning the Internet pilot program, allows the Illinois Lottery to offer draw-based games (rather than specifying Lotto, Mega Millions, and Powerball games). Defines "draw-based games".

Senate Floor Amendment No. 2
Replaces everything after the enacting clause. Amends the Illinois Lottery Law. In provisions concerning the Internet pilot program, provides that after a study of the Internet Lottery Study Committee is delivered to the Governor, President of the Senate, Minority Leader of the Senate, Speaker of the House of Representatives, Minority Leader of the House of Representatives, and each of the members of the Study Committee, the Illinois Lottery may offer draw-based games in addition to Lotto, Mega Millions, and Powerball through the pilot program. Defines "draw-based games".

Replaces everything after the enacting clause. Amends the Compassionate Use of Medical Cannabis Pilot Program Act. Makes changes to the definitions. Provides that if an applicant for a registry identification card is a veteran receiving treatment at a VA facility, the applicant need not submit a written certification, but the Department of Public Health shall verify that the applicant is (i) a veteran, (ii) an Illinois resident, (iii) currently receiving any aspect of his or her treatment at a VA facility, and (iv) being treated for a debilitating medical condition; makes a corresponding change in the provision concerning the denial of registry identification cards. Provides that each prospective patient and designated caregiver shall submit his or her fingerprints to the Department of State Police. Provides that the Department of Public Health shall provide each applicant a notice that summarizes the Illinois Vehicle Code provisions for driving under the influence. Requires the applicant to sign and date this notice before he or she can receive a registry identification card. Provides that the Department of Agriculture may not issue more than 2 (instead of one) registrations per each Illinois State Police District boundary as specified on the date of January 1, 2013. Provides that no more than 3 Illinois State Police Districts, as those boundaries were specified on the date January 1, 2013, may contain more than one registered cultivation center. Adds the Department of State police to the list of agencies charged with implementing rules to implement the Act. Provides that if any person violates a provision of the Act, the Director of Agriculture or the Director of Financial and Professional Regulation or both may, in the name of the People of the State of Illinois, through the Attorney General of the State of Illinois, petition for an order enjoining the violation or for an order enforcing compliance with the Act. Amends the Illinois Vehicle Code. Adds provisions governing the suspension of driver's licenses of medical cannabis cardholders. Provides that a medical cannabis cardholder may request a hearing on the suspension in circuit court. Contains procedural requirements. Removes the refusal to submit to standardized field sobriety tests for cannabis-related impairment by a medical cannabis cardholder from the list of disqualifications for a commercial driver's license or commercial learner's permit. Provides that any person issued a medical cannabis identification card is deemed to have given consent to standardized field sobriety tests if detained by a law enforcement officer with a reasonable suspicion the person is driving a motor vehicle while impaired by the use of cannabis. Provides that if the registry medical cannabis cardholder refuses to submit to testing or submits to testing and fails, the Secretary of State shall suspend the driver's license. Provides notice requirements for this suspension. Makes other changes.

House Committee Amendment No. 3

Further amends the Compassionate Use of Medical Cannabis Pilot Program Act. In the provision concerning the issuance and denial of medical cannabis cultivation permits, provides that no more than 2 (rather than 3) Illinois State Police Districts, as the boundaries of those districts were specified on the date January 1, 2013, may contain more than one registered cultivation center. In the provisions concerning background checks conducted by the Department of Agriculture and the Department of Financial and Professional Regulation, deletes language concerning the submission of a full set of fingerprints to the respective departments. Provides instead that each prospective cultivation center agent and dispensing organization agent shall submit his or her fingerprints to the Department of State Police in the form and manner prescribed by the Department of State Police and that these fingerprints shall be checked against the fingerprint records filed in the Department of State Police and Federal Bureau of Investigation criminal history records databases; further provides that the Department of State Police shall furnish, pursuant to positive identification, all Illinois conviction information to the Department of Agriculture and the Department of Financial and Professional Regulation, respectively.

Replaces everything after the enacting clause. Amends the Disaster Relief Act. Provides that as soon as practical after the effective date of this amendatory Act, the State Comptroller shall direct and the State Treasurer shall transfer $5,900,000 from the General Revenue Fund to the Disaster Response and Recovery Fund to meet the State's cost sharing obligations with the Federal Emergency Management Agency under the federal Assistance to Individuals and Households Program. Effective immediately.

 There are no penalty enhancements associated with SB 1955 (H-AM 4). The bill would have no fiscal or population impact on the Department of Corrections.

 SB 1955 (H-AM 4) increases General Revenue Fund spending by $5.9 million. However, the State's ability to access future federal funding for emergency purposes may be impacted if the State has not met its cost-share obligations.
