Replaces everything after the enacting clause. Creates the Occupational Safety and Health Act, to be administered by the Department of Labor. Provides that the Act applies to public employers. Provides for occupational safety and health standards to be adopted by the Department of Labor, including emergency temporary standards, and for temporary or permanent variances from those standards. Provides for the issuance of a citation by the Director of Labor for a violation of the Act, and provides for administrative and judicial review. Provides for civil and criminal penalties. Provides for the confidentiality of trade secrets. Contains other provisions. Repeals the Safety Inspection and Education Act and the Health and Safety Act. Amends other Acts to make conforming changes.
