Replaces everything after the enacting clause. Amends the Counties Code and the School Code. In provisions allowing a school district having a population of less than 500,000 inhabitants to levy a tax or issue bonds for fire prevention, safety, energy conservation, disabled accessibility, school security, and specified repair purposes, also allows a district to levy a tax or issue bonds whenever the district determines that it is necessary for the improvement of potable water quality or the fire protection system water supply that any such related water system be altered, reconstructed, or extended from an existing semi-private or private water system to a nearby public water system and that such alterations, reconstruction, or extension will be made with funds not necessary for the completion of approved and recommended projects contained in any safety survey report or amendment thereto and will improve potable water quality or the fire protection system water supply, and it is determined after a public hearing, with notice, that there is a need for improvement of potable water quality or the fire protection system water supply. Makes related changes.
