Replaces everything after the enacting clause. Amends the School Code. Removes certain information that the State Board of Education's annual report to the General Assembly and the Governor must contain. With respect to a school board's no pass-no play policy, removes provisions concerning filing a report with the State Board and filing a copy of the policy with the State Board. Removes provisions requiring a district superintendent to report to the State Board on the number of high school students who are enrolled in accredited courses at a community college. Repeals Sections concerning a report to the Governor and General Assembly on the condition of the schools, assembling data on community college enrollments, a report on student statistics, and a report on teacher dismissals. Effective immediately.

Replaces everything after the enacting clause. Amends the Educator Licensure Article of the School Code. Provides that, beginning on January 1, 2014 and ending on April 30, 2014, a person holding a Professional Educator License with a school speech and language pathologist (teaching) endorsement may exchange his or her school speech and language pathologist (teaching) endorsement for a school speech and language pathologist (non-teaching) endorsement through application to the State Board of Education. Allows application fees deposited into the Teacher Certificate Fee Revolving Fund to be used, subject to appropriation, by the State Board of Education to provide the technology and human resources necessary for the renewal of licenses. Makes changes to the provisions concerning Professional Educator License renewal. Provides that lapsed licenses may be immediately reinstated upon (1) payment by the applicant of a penalty to the State Board of Education or (2) the demonstration of proficiency by completing 9 semester hours of coursework from a regionally accredited institution of higher education in the content area that most aligns with one or more of the educator's endorsement areas. Sets forth requirements for licensure renewal for professional educator licensees, including professional development activities. Specifies which entities shall be designated as approved to provide professional development activities for the renewal of Professional Educator Licenses and establishes requirements for approved providers. Sets forth provisions concerning appeals to the State Educator Preparation and Licensure Board upon notice from the State Superintendent of Education that a license will not be renewed based upon failure to complete the additional licensure renewal requirements. Makes other changes. Repeals the provision concerning the registration and renewal of certificates under the Teacher Certification Article. Effective immediately.

House Floor Amendment No. 2
Includes Illinois professional associations representing special education teachers, parents, and school service personnel; charter schools; and joint educational programs for the purposes of providing career and technical education or special education services as entities that must be designated as approved to provide professional development activities for the renewal of Professional Educator Licenses. Removes special education cooperatives as entities that must be designated. Makes technical changes.
