Amends the Use Tax Act. Makes a technical change in a Section concerning the short title.

Replaces everything after the enacting clause. Amends the Use Tax Act and the Service Use Tax Act. Provides that a retailer or serviceman that has a contract with a person located in this State under which the person provides to the potential customers a promotional code or other mechanism that allows the retailer or serviceman to track purchases referred by the person, including, but not limited to, links on the person's website, promotional codes distributed through the person's hand-delivered or mailed material, and promotional codes distributed by the person through radio or other broadcast media, creates a rebuttable presumption that the retailer or serviceman is a retailer or serviceman doing business in the State.
