Replaces everything after the enacting clause. Amends the Cigarette Tax Act, the Cigarette Use Tax Act, and the Tobacco Products Tax Act of 1995. Imposes a tax on the sale of little cigars at the rate of 99 mills per little cigar. Requires those little cigars to be stamped in the same manner as cigarettes. Contains provisions concerning stamping distributors and the possession of unstamped cigarettes. Makes changes concerning the distribution of tax proceeds. Effective immediately.

Replaces everything after the enacting clause. Amends the Cigarette Tax Act, the Cigarette Use Tax Act, and the Tobacco Products Tax Act of 1995. Makes changes to the definition of cigarette to restore the definition that applied prior to July 1, 2012. Imposes a tax on the sale of little cigars at the same rate as the tax imposed under the Cigarette Tax Act. Requires those little cigars to be stamped in the same manner as cigarettes. Contains provisions concerning stamping distributors and the possession of unstamped cigarettes. Provides that proceeds of tax on little cigars shall be distributed in the same manner as the tax imposed under the Cigarette Tax Act. Effective immediately.
