Synopsis As Introduced
Amends the Riverboat Gambling Act. Provides that a supplier shall permanently affix its name or a distinctive logo or other mark or design element identifying the manufacturer or supplier (was, its name) to all its equipment, devices, and supplies for gambling operations. Provides an exception for gaming chips without a value impressed, engraved, or imprinted on it. Allows the Board to waive the requirement for any specific product or products if it determines that the requirement is not necessary to protect the integrity of the game. Provides that items purchased from a licensed supplier may continue to be used even though the supplier subsequently changes its name, distinctive logo, or other mark or design element; undergoes a change in ownership; or ceases to be licensed as a supplier for any reason. Effective immediately

Replaces everything after the enacting clause. Amends the Riverboat Gambling Act. Makes a technical change in a Section concerning the short title.

 No land conveyances are included in this bill; therefore, there are no appraisals to be filed.

 Judicial Note, House Floor Amendment No. 6 (Admin Office of the Illinois Courts)
 This bill would neither increase nor decrease the number of judges needed in the State.

 Correctional Note, House Floor Amendment No. 6 (Dept of Corrections)
 There are no penalty enhancements associated with SB 66. The bill would have no fiscal or population impact on the Department of Corrections.

 Balanced Budget Note, House Floor Amendment No. 6 (Office of Management and Budget)
 SB 66 (H-AM 6) has a minimal negative general revenue impact, and a positive fiscal impact overall for the State. The loss to the General Revenue Fund by decreasing the transfer is thought to be minimal by both the Illinois Racing Board and the Governor's Office of Management and Budget. The additional revenue generated by this amendment will help keep the Illinois Horse Racing Fund solvent in the upcoming years.

 State Mandates Fiscal Note, House Floor Amendment No. 6 (Dept. of Commerce & Economic Opportunity)
 SB 66 (H-AM 6) does not create a State mandate.

 Pension Note, House Floor Amendment No. 6 (Government Forecasting & Accountability)
 SB 66 (H-AM 6) will not impact any public pension fund or retirement system in Illinois.

 Fiscal Note, House Floor Amendment No. 6 (Illinois Racing Board)
 The revenue generated from the surcharge will be used to offset the funding deficit projected for the Illinois Racing Board for each of the three years. The surcharge is estimated to generate $2.9 million over the next three years. The estimated funding deficit for the Illinois Racing Board over the three year period is $2.727 million. If this legislation does not pass, it will force a substantial reduction in racing days in calendar year 2014 and will result in a significant negative impact on the Illinois Racing Industry as a whole.

 State Debt Impact Note, House Floor Amendment No. 6 (Government Forecasting & Accountability)
 SB 66 (H-AM 6) would not change the amount of authorization for any type of State-issued or State-supported bond, and, therefore, would not affect the level of State indebtedness.

 Housing Affordability Impact Note, House Floor Amendment No. 6 (Housing Development Authority)
 This bill will have no effect on the cost of constructing, purchasing, owning, or selling a single-family residence.
