Amends the Board of Higher Education Act. Makes a technical change in a Section concerning creation of the Board.

	110 ILCS 675/20-15

Replaces everything after the enacting clause. Amends the Illinois State University Law to add 2 additional voting members to the Board of Trustees (one appointed for a term to expire on the third Monday in January, 2017 and the other appointed for a term to expire on the third Monday in January, 2019).
