Makes appropriations for the ordinary and contingent expenses of the Illinois Arts Council for the fiscal year beginning July 1, 2014, as follows: General Funds $8,592,700; Federal Funds $1,000,000; Total $9,592,700.

 There are no penalty enhancements associated with this bill. The bill would have no fiscal or population impact on the Department of Corrections.

 Fiscal Note, House Committee Amendment No. 1 (Illinois Arts Council)
 The impact of HB6145 (H-AM 1) will result in the Illinois Arts Council Agency (IACA) receiving a total of $9,592,700. If HB6145 is implemented a loss in General Revenue Funds of $1,516,600 to the IACA may result in a loss to the State of Illinois of at least equal that amount. A survey conducted by Americans for the Arts has determined that every dollar awarded to IACA by the Illinois General Assembly resulted in as much as three times that amount spent in Illinois, thus increasing the loss of General Revenue Funds in Illinois even further if the Illinois Arts Council Agency's budget is reduced according to HB6145.

 This bill will not impact any public pension fund or retirement system in Illinois.
