Fiscal Note, House Committee Amendment No. 1 (Illinois Commerce Commission) | |
The amendment provides a total appropriation of $134.7 million to the Illinois Commerce Commission. It provides the requested appropriation authority for operations, but eliminates a $5.5 million transfer to the Public Utility Fund. Due to the FY15 structural deficit of $10 million without this transfer, which is 50% of revenues, the agency will use up all reserves in the fund and have no cash at the beginning of FY16 for staffing. A revenue enhancement or transfer from another source that corrects the Commission's deficit by June of 2013 will be needed to ensure the Agency can remain operational in July of 2015. Despite reductions to headcount and other agency expenses, the Public Utility Fund continues to face a cash shortfall. Given the ever widening structural deficit in the fund, the agency's budget has been sustained through transfers from other funds. Without a solution, the agency is expected to run out of cash by July 2015. The only thing remaining for the Agency to cut is personnel. These cuts would mean drastically reduced or no: natural gas pipeline inspections, utility reliability inspections, answering of consumer complaints, reviews of utility rate increases, transmission line reviews, water rate and quality reviews, cuts to 9-1-1 and delays in disbursements of 9-1-1 funds in addition to many other programmatic cuts. |
