Synopsis As Introduced
Amends the Real Estate Appraiser Licensing Act of 2002. Provides that a county or municipal engineer employed by a county or municipality or a consulting engineer under contract with a municipality (rather than only a county engineer employed by a county) is not required to have a license to perform a valuation in an amount less than $10,000 that is performed pursuant to certain federal law.

House Committee Amendment No. 1
Replaces everything after the enacting clause with the introduced bill and provides that a county engineer (rather than a county or municipal engineer or a consulting engineer under contract with a municipality), an employee of a county who has completed a minimum of 45 hours of certain course work, or a municipal engineer who has completed the Illinois Department of Transportation's waiver valuation class and who is a registered professional engineer under the Professional Engineering Practice Act of 1989 are not required to have a license to perform a valuation in an amount less than $10,000 that is performed pursuant to certain federal law and which is performed by an employee of the Illinois Department of Transportation and co-signed, with a license number affixed, by another employee of the Illinois Department of Transportation who is a registered professional engineer under the Professional Engineering Practice Act of 1989 or an employee of a municipality and co-signed with a license number affixed by a county or municipal engineer under the Professional Engineering Practice Act of 1989 (rather than performed only by an employee of the Illinois Department of Transportation and co-signed, with a license number affixed, by another employee of the Illinois Department of Transportation who is a registered professional engineer under the Professional Engineering Practice Act of 1989).

House Floor Amendment No. 2
Replaces everything after the enacting clause with House Amendment No. 1 and makes the following changes: provides that valuations performed by an employee of a municipality who has completed a minimum of 45 hours of certain coursework in real estate appraisal and has either 2 years' experience in a field clearly related to real estate or has completed 20 hours of additional coursework that is sufficient for a person to complete waiver valuations as approved by the Federal Highway Administration (rather than valuations performed by an employee of a municipality who has completed a minimum of 45 hours of certain coursework) or valuations performed by a municipal engineer who has completed coursework that is sufficient for his or her waiver valuations to be approved by the Federal Highway Administration and who is a registered professional engineer under the Professional Engineering Act of 1989 (rather than valuations performed by a municipal engineer who has completed the Illinois Department of Transportation's waiver valuation class and who is a registered professional engineer under the Professional Engineering Act of 1989) are not appraisals and do not require a license under the Real Estate Appraiser Licensing Act of 2002.
