Synopsis As Introduced
Amends the Retail Electric Competition Article of the Public Utilities Act. Retitles the Article as the Consumer Retail Competition Act. Makes a legislative finding that retail consumers of natural gas would benefit from market opening solutions and competitive choices. Directs the Office of Retail Market Development to promote retail competition for safe, reliable, and affordable natural gas service. Authorizes the Illinois Commerce Commission to establish retail choice and referral programs providing incentives for residential and small commercial customers to switch natural gas suppliers.

Replaces everything after the enacting clause with substantially similar provisions, but with the following change: removes provisions that require the Director of the Office of Retail Market Development to develop and present to the Illinois Commerce Commission, the General Assembly, and the Governor a detailed plan designed to promote, in the most expeditious manner possible, retail natural gas competition for residential and small commercial consumers while maintaining safe, reliable, and affordable service.

Replaces everything after the enacting clause with substantially similar provisions to the introduced bill, but with the following changes: removes provisions that require the Director of the Office of Retail Market Development to develop and present to the Illinois Commerce Commission, the General Assembly, and the Governor a detailed plan designed to promote, in the most expeditious manner possible, retail natural gas competition for residential and small commercial consumers while maintaining safe, reliable, and affordable service; removes a provision concerning retail choice and referral programs for natural gas consumers; further amends the Public Utilities Act to require the Office of Retail Market Development to monitor the existing competitive condition of the retail natural gas market in Illinois and to submit a report, on or before October 1 of each year, to the Illinois Commerce Commission, the General Assembly, and the Governor regarding the competitive retail gas market in Illinois, barriers to retail competition for all customer classes, and proposes solutions to overcome identified barriers; deletes language that requires the Office to gather input from all interested parties and other bureaus within the Commission for its annual report. Effective immediately.
