Synopsis As Introduced
Amends the Long Term Acute Care Hospital Quality Improvement Transfer Program Act. Provides that the Continuity and Record Evaluation (CARE) tool shall be identical to the most current version required by Medicare. Provides that the CARE tool shall be completed by a long term acute care (LTAC) hospital and submitted to the Department of Healthcare and Family Services within 13 calendar days (instead of 7 calendar days) after the patient is discharged. Provides that each LTAC hospital shall provide quality and outcome measurement data that is identical to the data specified in Medicare's Long Term Care Hospital Quality Reporting Program Manual. Removes provisions that specify the quality and outcome data that a LTAC hospital must provide. Provides that the Department must accept data reported to other State or federal authorities and that the Department shall not require LTAC hospitals to manually enter data into the Department's data system if that data has already been submitted to any other State or federal authority. Makes other changes. Effective immediately.

House Floor Amendment No. 1
Replaces everything after the enacting clause. Amends the Long Term Acute Care Hospital Quality Improvement Transfer Program Act. Reinserts the provisions of the introduced bill, except with the following changes: (1) in the definition of "CARE tool", provides that the Continuity and Record Evaluation (CARE) tool must be identical to the most current version required by the federal Centers for Medicare and Medicaid Services (rather than Medicare); (2) in provisions concerning participation agreements between a hospital and the Department of Healthcare and Family Services, adds that a participation agreement must include a requirement that the hospital complete and electronically submit (rather than just submit) certain information for each patient and that the hospital must submit, in an electronic format developed by the Department, information concerning (i) whether the patient was successfully weaned off invasive mechanical ventilation, (ii) whether the patient, if the patient was a ventilator patient, acquired pneumonia, and (iii) whether the patient fell and required an ancillary or surgical procedure; (3) removes a provision that prohibited the Department from requiring an LTAC hospital to manually enter data into the Department's data system if that data had already been submitted to any other State or federal authority; and (4) provides that the Department must make every effort to collect certain data with the minimal amount of administrative burden to LTAC hospitals. Effective immediately.
