Replaces everything after the enacting clause. Amends the Cannabis Control Act. Provides that upon arrest for possession of not more than 30 grams of any substance containing cannabis, criminal charges may be commenced under a Uniform Cannabis Citation (in a form prescribed by the Department of State Police), and the defendant shall be prosecuted and sentenced for the commission of a petty offense (rather than a Class C, B, or A misdemeanor depending on amount), unless the defendant has 2 or more prior convictions under the Cannabis Control Act. Provides that a person who commits a third or subsequent offense of knowing possession of not more than 30 grams of any substance containing cannabis is guilty of a Class A misdemeanor (rather than a Class 4 felony for a second or subsequent possession of more than 10 grams but not more than 30 grams). Makes possession of more than 30 grams but not more than 500 grams of cannabis a Class A misdemeanor for a first offense and a Class 4 felony for a subsequent offense (rather than a Class 4 felony for a first offense and a Class 3 felony for a subsequent offense). Makes possession of more than 2000 grams but not more than 2,500 grams of cannabis a Class 3 felony (rather than a Class 2 felony). Makes possession of more than 2,500 grams but not more than 5,000 grams of cannabis a Class 1 felony (rather than a Class 2 felony). Provides that the knowing manufacture, delivery, or possession with intent to deliver or manufacture not more than 30 grams of a substance containing cannabis is a Class B misdemeanor for a first offense, a Class A misdemeanor for a second offense, and a Class 4 felony for a third or subsequent offense (rather than a Class B misdemeanor for not more than 2.5 grams, a Class A misdemeanor for more than 2.5 grams but not more than 10 grams, and a Class 4 felony for more than 10 grams but not more than 30 grams). Makes manufacture, delivery, or possession with intent to deliver more than 30 grams but not more than 500 grams a Class 4 felony for a first offense (rather than a Class 3 felony), and more than 2,000 grams but not more than 2,500 grams a Class 2 felony (rather than a Class 1 felony). Provides that any person who knowingly manufactures, delivers, or possesses with intent to deliver, or manufacture, more than 2,000 grams of any substance containing cannabis in any school, on the real property comprising any school, or any conveyance owned, leased or contracted by a school to transport students to or from school or a school related activity, or on any public way within 1,000 feet of the real property comprising any school, or any conveyance owned, leased or contracted by a school to transport students to or from school or a school related activity is guilty of a Class X felony, the fine for which shall not exceed $200,000. Amends the Metropolitan Transit Authority Act, the School Code, the Illinois Vehicle Code, and the Code of Criminal Procedure of 1963 to make a conforming changes.
