Synopsis As Introduced
Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois. Provides that all State-owned vehicles that were reported in the Performance Audit of the Department of Central Management Services' Operation of the State Vehicles Fleet released by the Office of the Auditor General in November 2011 to have been driven 7,000 miles or less in Fiscal Year 2010 or that have an odometer reading of 7,000 miles or less on the effective date of the amendatory Act are deemed surplus and shall be sold using a competitive sealed bid method of sale on or before July 1, 2013. Provides that proceeds from the sale of those vehicles shall be deposited into the General Revenue Fund. Provides that those provisions do not apply to police or emergency vehicles. Effective immediately.

House Floor Amendment No. 1
Replaces everything after the enacting clause. Reinserts the provisions of the introduced bill with changes. Provides that proceeds from the sale of vehicles shall be deposited into the State Garage Revolving Fund. Provides that exceptions can be granted for vehicles driven by police or law enforcement personnel while on duty, to emergency vehicles, snow plows, and heavy equipment vehicles, and to vehicles identified in the Performance Audit that can be shown to have been driven 15,000 additional miles after the date of the audit and before the end of Fiscal Year 2012. Effective immediately.

Senate Committee Amendment No. 2
Replaces everything after the enacting clause. Reinserts the provisions of the engrossed bill with changes. Provides that the surplus vehicles shall be sold using existing rules, regulations, and procedures for the sale of surplus State vehicles. Provides that vehicles with remaining useful life may be recycled into the State vehicle fleet. Provides that the proceeds from the sale of a surplus vehicle under the amendatory Act shall be deposited in the same manner as proceeds from the sale of surplus vehicles for that vehicle's particular agency under current law. Provides that the bill does not apply to vehicles driven by employees of public universities of the State. Effective immediately.
