Synopsis As Introduced
Amends the Department of Juvenile Justice Mortality Review Team Act. Provides that each mortality review team shall consist of at least one member who is a representative of a bar association, law school, or legal academic organization.

Amends the Criminal Code of 2012. Makes it unlawful for any person to knowingly deliver, sell, or transfer, or cause to be delivered, sold, or transferred, a large capacity ammunition feeding device. Defines "large capacity ammunition feeding device". Provides that the definition of "large capacity ammunition feeding device" applies to detachable magazines and other devices with a capacity of more than 10 rounds. Provides that "large capacity ammunition feeding device" does not include a permanently attached tubular device without regard to caliber. Establishes penalties. Exempts sales and transfers to an heir, an individual residing in another state, or a licensed federal firearms dealer. Provides other exemptions. Provides that a retired peace officer may possess a large capacity ammunition feeding device, if lawfully acquired and possessed prior to retirement and a registration affidavit is filed. Amends the Unified Code of Corrections. Provides that if the defendant possessed a large capacity ammunition feeding device while committing an offense in violation of the Homicide Article or Deadly Weapons Article of the Criminal Code of 2012, the court shall accord that factor weight in favor of imposing a term of imprisonment or as a reason to impose a more severe sentence. Provides that the court may impose an extended term sentence when the defendant discharged a firearm equipped with a large capacity ammunition feeding device while committing an offense in violation of the Homicide Article or Deadly Weapons Article of the Criminal Code of 2012. Defines "large capacity ammunition feeding device". Effective immediately.
