2 | WHEREAS, The city of Park Ridge has participated with the | ||||||
3 | O'Hare Noise Compatibility Commission and Technical Committee | ||||||
4 | (CAPP) on a continued basis in support of their mission | ||||||
5 | statement; and
| ||||||
6 | WHEREAS, The impacted families of CAPP, a volunteer group | ||||||
7 | of families seeking solutions to the nighttime low level cargo | ||||||
8 | flights at O'Hare International Airport, have seen a continued | ||||||
9 | steady rise in complaints against the back drop of nighttime | ||||||
10 | take-offs and jet aircraft noise with a grand total of well | ||||||
11 | over 24,000 for the year 2011; and
| ||||||
12 | WHEREAS, The City of Park Ridge lays underneath the key | ||||||
13 | nighttime air routes that converge over the community; this | ||||||
14 | includes 5 glide paths, 2 major take-off plates, air routes, | ||||||
15 | all used after 10 p.m.; and
| ||||||
16 | WHEREAS, The City of Park Ridge seeks a solution to the | ||||||
17 | nighttime sleep interruptions during the hours of 10 p.m. and 7 | ||||||
18 | a.m., including the shoulder hours as well; and | ||||||
19 | WHEREAS, The Nextgen Program is currently being applied at | ||||||
20 | O'Hare International Airport, where flights that use to be | ||||||
21 | 5-miles spaced apart will soon be only a 3-mile separation, |

1 | times 6 east-to-west approach patterns for all inbound flights; | ||||||
2 | and
| ||||||
3 | WHEREAS, The City of Park Ridge is experiencing higher | ||||||
4 | levels of jet noise, especially during the phase 1 nighttime | ||||||
5 | flight operations; and
| ||||||
6 | WHEREAS, The current fly quiet program needs to be | ||||||
7 | re-evaluated for the purposes of instilling and sharing the | ||||||
8 | primary purpose of flight and community partnership at O'Hare | ||||||
9 | International Airport with all of the collar communities; | ||||||
10 | therefore, be it

11 | RESOLVED, BY THE SENATE OF THE NINETY-SEVENTH GENERAL | ||||||
12 | ASSEMBLY OF THE STATE OF ILLINOIS, that we urge the Federal | ||||||
13 | Aeronautics Administration and O'Hare International Airport | ||||||
14 | authorities to decrease jet noise over the collar communities | ||||||
15 | by establishing a full-time fly quiet program and urge the | ||||||
16 | creation and passage of a federal homeowner's aviation fly | ||||||
17 | quiet act; and be it further

18 | RESOLVED, That suitable copies of this resolution be | ||||||
19 | delivered to the Commissioner of O'Hare International Airport, | ||||||
20 | the Acting Administrator of the Federal Aeronautics | ||||||
21 | Administration, and to each member of the Illinois | ||||||
22 | congressional delegation.
