SENATE RESOLUTION

WHEREAS, The members of the Illinois Senate are saddened to learn of the death of Effie Mae Wroten of North Chicago, who passed away on October 21, 2011; and

WHEREAS, Effie Wroten was born on January 17, 1945, in Slayden, Mississippi; her parents were Abell and Rosie Rhyan; she grew up in Memphis, Tennessee, remaining there until her family moved to Waukegan in 1962; she graduated from East High School in 1963; and

WHEREAS, Effie Wroten was a devoted and faithful member of Brothers After the Order of Jesus in Zion for 39 years; and

WHEREAS, Effie Wroten served as a certified master hair stylist and entrepreneur for many years; she was the founder and manager of the New Image School of Cosmetology and New Image Hair Design studio in Waukegan; and

WHEREAS, Effie Wroten was a prominent civic servant who served on many boards in Lake County; she was also elected to serve on the North Shore Sanitary District Board in Gurnee, where she served honorably for three terms, until her death; and

WHEREAS, Effie Wroten was the recipient of the People's Voice Community Achievement Award and the Most Influential African American Achievement Political Leadership Award; and

WHEREAS, Effie Wroten was preceded in death by her parents, Abell and Rosie Rhyan, and her brothers, Abel Rhyan and Tyrone Rhyan; and

WHEREAS, Effie Wroten is survived by her loving and devoted husband of 34 years, Johnny L. Wroten; her sons, Maurice Hood (Keiya), Carl Wroten, Michael Wroten (Tynesha), Kelvin Tate (Suretha), Abel Williams-Wroten, Albert Williams-Wroten, and Reginald Hooks (Tera); her daughter, Royshell Rhyan her 25 grandchildren; her brothers, Tommy (Myra) Rhyan and Andrew Rhyan; her sisters, Frances Williams (R.C.), LeeDora Rhyan, Romena-Sandy Rhyan, Janie-Gina (Napoleon) Norals, and Antoinette Rhyan-Gibbs; her many nephews and nieces; her God-children, Michael Walters and Dana Perry; and her special friends, Brother Grace, Mother Grace, Sr. Catherine Anthony, Anita Wilson, Louise Formel, Ron McAllister, and Doris Barge; therefore, be it

RESOLVED, BY THE SENATE OF THE NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with her family and friends, the passing of Effie Mae Wroten; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of Effie Wroten as an expression of our sympathy.
