2 | | WHEREAS, The members of the Illinois Senate are saddened to |
3 | | learn of the death of
Effie Mae Wroten of North Chicago, who |
4 | | passed away on October 21, 2011; and
|
5 | | WHEREAS, Effie Wroten was born on January 17, 1945, in |
6 | | Slayden, Mississippi; her parents were Abell and Rosie Rhyan; |
7 | | she grew up in Memphis, Tennessee, remaining there until her |
8 | | family moved to Waukegan in 1962; she graduated from East High |
9 | | School in 1963; and
|
10 | | WHEREAS, Effie Wroten was a devoted and faithful member of |
11 | | Brothers After the Order of Jesus in Zion for 39 years; and
|
12 | | WHEREAS, Effie Wroten served as a certified master hair |
13 | | stylist and entrepreneur for many years; she was the founder |
14 | | and manager of the New Image School of Cosmetology and New |
15 | | Image Hair Design studio in Waukegan; and
|
16 | | WHEREAS, Effie Wroten was a prominent civic servant who |
17 | | served on many boards in Lake County; she was also elected to |
18 | | serve on the North Shore Sanitary District Board in Gurnee, |
19 | | where she served honorably for three terms, until her death; |

1 | | WHEREAS, Effie Wroten was the recipient of the People's |
2 | | Voice Community Achievement Award and the Most Influential |
3 | | African American Achievement Political Leadership Award; and
|
4 | | WHEREAS, Effie Wroten was preceded in death by her parents, |
5 | | Abell and Rosie Rhyan, and her brothers, Abel Rhyan and Tyrone |
6 | | Rhyan; and |
7 | | WHEREAS, Effie Wroten is survived by her loving and devoted |
8 | | husband of 34 years, Johnny L. Wroten; her sons, Maurice Hood |
9 | | (Keiya), Carl Wroten, Michael Wroten (Tynesha), Kelvin Tate |
10 | | (Suretha), Abel Williams-Wroten, Albert Williams-Wroten, and |
11 | | Reginald Hooks (Tera); her daughter, Royshell Rhyan her 25 |
12 | | grandchildren; her brothers, Tommy (Myra) Rhyan and Andrew |
13 | | Rhyan; her sisters, Frances Williams (R.C.), LeeDora Rhyan, |
14 | | Romena-Sandy Rhyan, Janie-Gina (Napoleon) Norals, and |
15 | | Antoinette Rhyan-Gibbs; her many nephews and nieces; her |
16 | | God-children, Michael Walters and Dana Perry; and her special |
17 | | friends, Brother Grace, Mother Grace, Sr. Catherine Anthony, |
18 | | Anita Wilson, Louise Formel, Ron McAllister, and Doris Barge; |
19 | | therefore, be it

20 | | RESOLVED, BY THE SENATE OF THE NINETY-SEVENTH GENERAL |
21 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with |
22 | | her family and friends, the passing of Effie Mae Wroten; and be |
