| 1 | SENATE JOINT RESOLUTION

| 2 | WHEREAS, Nursys (www.nursys.com) is the national nurse | ||||||
| 3 | licensure database operated by the National Council of State | ||||||
| 4 | Boards of Nursing (NCSBN), located in Chicago; and
| ||||||
| 5 | WHEREAS, Boards of nursing in 48 states and territories | ||||||
| 6 | presently participate in Nursys and 3 additional jurisdictions | ||||||
| 7 | have signed agreements to fully participate in Nursys; and
| ||||||
| 8 | WHEREAS, Nursys is a vital tool for boards of nursing to | ||||||
| 9 | protect the public; and
| ||||||
| 10 | WHEREAS, Full-participating boards of nursing contribute | ||||||
| 11 | licensure and discipline data to Nursys; and
| ||||||
| 12 | WHEREAS, Participation in Nursys is a no-cost benefit to | ||||||
| 13 | members of NCSBN and allows member boards of nursing to share | ||||||
| 14 | licensure and discipline data with other boards of nursing; and
| ||||||
| 15 | WHEREAS, Participating boards of nursing retain complete | ||||||
| 16 | control of their data and are thus responsible and accountable | ||||||
| 17 | for their data in Nursys; and
| ||||||
| 18 | WHEREAS, Nursys contains personal, licensure, education, | ||||||
| 19 | verification, and discipline information supplied as regular | ||||||
| |||||||
| |||||||
| 1 | updates by boards of nursing in the U.S. and its territories; | ||||||
| 2 | and
| ||||||
| 3 | WHEREAS, Nursys provides centralized license information | ||||||
| 4 | to boards of nursing, which in turn, use this data to verify | ||||||
| 5 | applicant license information, enter and review disciplinary | ||||||
| 6 | actions, and send electronic communications between boards of | ||||||
| 7 | nursing for information requests; and
| ||||||
| 8 | WHEREAS, Employers and the public have free online access | ||||||
| 9 | to information about nurses who hold a license in a Nursys | ||||||
| 10 | fully-participating jurisdiction, including past disciplinary | ||||||
| 11 | history via the "Licensure Quick Confirm" feature on | ||||||
| 12 | www.nursys.com; and
| ||||||
| 13 | WHEREAS, The Illinois Board of Nursing's current online | ||||||
| 14 | licensure lookup service will only display Illinois licenses | ||||||
| 15 | and does not display additional licenses held by Illinois | ||||||
| 16 | licensees in other jurisdictions; and | ||||||
| 17 | WHEREAS, The Illinois Board of Nursing is a dues-paying | ||||||
| 18 | member of NCSBN, but does not fully participate in the Nursys | ||||||
| 19 | database; and
| ||||||
| 20 | WHEREAS, The Illinois Board of Nursing will not incur any | ||||||
| 21 | revenue loss by full participation in Nursys in view of | ||||||
| |||||||
| |||||||
| 1 | participation in the license verification service being | ||||||
| 2 | optional; and
| ||||||
| 3 | WHEREAS, As a public protection function of Nursys, a board | ||||||
| 4 | of nursing that fully participates in Nursys receives immediate | ||||||
| 5 | notification whenever one of its state licensees is disciplined | ||||||
| 6 | in another jurisdiction, while, as a non-participant in Nursys, | ||||||
| 7 | Illinois does not benefit from such instant notifications; | ||||||
| 8 | therefore, be it
| ||||||
| 9 | RESOLVED, BY THE SENATE OF THE NINETY-SEVENTH GENERAL | ||||||
| 10 | ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES | ||||||
| 11 | CONCURRING HEREIN, that we urge the Illinois Board of Nursing | ||||||
| 12 | of the Illinois Department of Financial and Professional | ||||||
| 13 | Regulation to take the necessary steps to become a full | ||||||
| 14 | participant of the Nursys national nurse licensure database; | ||||||
| 15 | and be it further
| ||||||
| 16 | RESOLVED, That we further urge the Illinois Board of | ||||||
| 17 | Nursing to sign the Nursys participation agreement in 2012; and | ||||||
| 18 | be it further | ||||||
| 19 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 20 | delivered to the Illinois Board of Nursing of the Illinois | ||||||
| 21 | Department of Financial and Professional Regulation.
