1 | SENATE JOINT RESOLUTION
| ||||||
2 | WHEREAS, The United States Congress passed and the | ||||||
3 | President signed into law the Patient Protection and Affordable | ||||||
4 | Care Act on March 23, 2010; and
| ||||||
5 | WHEREAS, This Act, as amended by the Health Care and | ||||||
6 | Education Reconciliation Act, comprises America's | ||||||
7 | comprehensive federal health care reform, which is commonly | ||||||
8 | referred to as the Affordable Care Act (ACA); and
| ||||||
9 | WHEREAS, The result of this law will be to create a | ||||||
10 | government takeover of the health care industry that will | ||||||
11 | increase health care costs, raise taxes, hurt senior citizens, | ||||||
12 | destroy jobs, reduce the quality of care that Americans will | ||||||
13 | receive, restrict consumer choice, limit individuals' access | ||||||
14 | to private health insurance, and reduce the ability of American | ||||||
15 | companies to compete; and
| ||||||
16 | WHEREAS, The ACA will constrain the freedom of individuals | ||||||
17 | to choose their own doctor and will interfere with individuals' | ||||||
18 | ability to make personal health care decisions; and
| ||||||
19 | WHEREAS, A single-payer health care system, which forces | ||||||
20 | patients to enroll in a one-size-fits-all plan with rich | ||||||
21 | benefits and weak cost sharing, will cause spending for health |

1 | care to escalate and policymakers to ration care as a | ||||||
2 | cost-containment measure; and
| ||||||
3 | WHEREAS, According to the Congressional Budget Office, the | ||||||
4 | ACA could cause millions of Americans who receive health | ||||||
5 | insurance through their employer to lose their health insurance | ||||||
6 | coverage; in addition, the Congressional Budget Office reports | ||||||
7 | that premiums in the individual and small group markets may | ||||||
8 | substantially increase; and
| ||||||
9 | WHEREAS, The U.S. Department of Health and Human Services | ||||||
10 | will dictate what benefits insurers must offer and how much | ||||||
11 | they may charge; and
| ||||||
12 | WHEREAS, In view of the fact that physicians lose money | ||||||
13 | servicing government patients on Medicare and Medicaid, the ACA | ||||||
14 | will further increase this problem by further reducing Medicare | ||||||
15 | and Medicaid fees to doctors and hospitals, and will discourage | ||||||
16 | persons from entering the health care field; and
| ||||||
17 | WHEREAS, The ACA will increase taxes on employers who do | ||||||
18 | not offer adequate insurance and will increase taxes on | ||||||
19 | investment income, which in turn will reduce capital available | ||||||
20 | for job expansion, reduce economic growth, and result in fewer | ||||||
21 | jobs for Americans; and

1 | WHEREAS, The ACA will harm seniors by making cuts from the | ||||||
2 | Medicare budget and causing seniors to lose the health | ||||||
3 | insurance coverage they currently possess; and
| ||||||
4 | WHEREAS, The provisions of the ACA will add to the national | ||||||
5 | debt; and
| ||||||
6 | WHEREAS, The provisions of the ACA aimed at reducing health | ||||||
7 | care spending address the symptoms of the cost of health care | ||||||
8 | rather than the root causes of growth in health care spending; | ||||||
9 | therefore, be it
| ||||||
10 | RESOLVED, BY THE SENATE OF THE NINETY-SEVENTH GENERAL | ||||||
11 | ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
| ||||||
12 | CONCURRING HEREIN, that we exposit the following: | ||||||
13 | (1) the General Assembly rejects the Affordable Care | ||||||
14 | Act and calls for the repeal of the Act by the Congress of | ||||||
15 | the United States; | ||||||
16 | (2) it is the opinion of the General Assembly that all | ||||||
17 | individuals should have the right to make decisions about | ||||||
18 | their health care, and no law should be in effect that | ||||||
19 | restricts a person's freedom of choice of private health | ||||||
20 | care systems or private plans of any type; | ||||||
21 | (3) it is the opinion of the General Assembly that no | ||||||
22 | law should interfere with a person's or entity's right to | ||||||
23 | pay directly for lawful medical services, nor should any |

1 | law impose a penalty or fine, of any type, for choosing to | ||||||
2 | obtain or decline health care coverage or for participation | ||||||
3 | in any particular health care system or plan; and | ||||||
4 | (4) it is the opinion of the General Assembly that in | ||||||
5 | order to avoid federal government mandates, states should | ||||||
6 | take measured steps to reform our nation's health care | ||||||
7 | system that will allow for frequent midcourse corrections | ||||||
8 | through the passage of smaller bills to replace the | ||||||
9 | Affordable Care Act with sustainable, free market | ||||||
10 | solutions such as tort reform and allowing individuals to | ||||||
11 | buy health insurance across state lines; and be it further
| ||||||
12 | RESOLVED, That suitable copies of this resolution be | ||||||
13 | delivered to each member of the Illinois congressional | ||||||
14 | delegation.
