Amends the Illinois Health Facilities Planning Act. Provides that the annual report of capital expenditures submitted to the Health Facilities and Services Review Board by certain health care facilities shall include (i) whether the health care facility administered an affirmative action program for minority-owned, women-owned, veteran-owned, and small business enterprises and (ii) the percentage of the annual capital expenditure that was actually spent on minority-owned, women-owned, veteran-owned, and small business enterprises, respectively. Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The Illinois Health Facilities Planning Act is |
5 | | amended by changing Section 5.3 as follows:
|

8 | | Sec. 5.3. Annual report of capital expenditures. In |
9 | | addition to the
State Board's
authority to require reports,
the |
10 | | State Board shall require each health care facility to
submit |
11 | | an annual report of all capital expenditures in excess of |
12 | | $200,000
(which shall be annually adjusted to reflect the |
13 | | increase in construction costs
due to inflation) made by the |
14 | | health care facility during the most recent year.
This annual |
15 | | report shall consist of a brief description of the capital
|
16 | | expenditure, the amount and method of financing the capital |
17 | | expenditure,
the certificate of need project number if the |
18 | | project was reviewed, and the
total amount of capital |
19 | | expenditures obligated for the year. This annual report shall |
20 | | also include (i) whether the health care facility administered |
21 | | an affirmative action program for minority-owned, women-owned, |
22 | | veteran-owned, and small business enterprises and (ii) the |
23 | | percentage of the annual capital expenditure that was actually |
