SYNOPSIS AS INTRODUCED:
 

 
775 ILCS 5/7-114 new

     Amends the Illinois Human Rights Act.  Provides that the Department of Human Rights shall file a report each year with the General Assembly concerning charges under the Real Estate Transactions Article of the Act, including charges referred to the Department by the Department of Housing and Urban Development with subject matter pertaining to that Article,  containing the number of charges pending on December 31 of the preceding calendar year and the number of charges concluded during the preceding calendar year, and a categorization of the pending and closed charges according to the length of time they have been pending or were pending before their conclusion.

1    AN ACT concerning  human rights.
  
 
2    Be it enacted by the People of the State of Illinois,
 
3represented in the General Assembly:
  
 
 
4    Section 5. The Illinois Human Rights Act is amended  by 
5adding Section 7-114 as follows:
 
6    (775 ILCS 5/7-114 new)
7    Sec. 7-114. Report concerning Article 3 charges.  No later 
8than February 28 of each year beginning in 2013, the Department 
9shall file a report with the General Assembly containing the 
10following information regarding charges under Article 3, 
11including charges referred to the Department by the Department 
12of Housing and Urban Development with subject matter  pertaining 
13to Article 3:
14    (1) The number of charges pending on December 31 of the 
15preceding calendar year.  Of these charges, the report shall 
16also state the number pending for less than one year,  the 
17number pending for at least one year but less than 2 years, the 
18number pending for at least 2 years but less than 3 years, the 
19number pending for at least 3 years but less than 4 years, the 
20number pending for at least 4 years but less than 5 years, the 
21number pending for at least 5 years but less than 6 years, the 
22number pending for at least 6 years but less than 7 years, and 
23the number pending for at least 7 years.

1    (2) The number of charges concluded during the preceding 
2calendar year.  Of these charges, the report shall also state 
3the number pending for less than one year before their 
4conclusion,  the number pending for at least one year but less 
5than 2 years before their conclusion, the number pending for at 
6least 2 years but less than 3 years before their conclusion, 
7the number pending for at least 3 years but less than 4 years 
8before their conclusion, the number pending for at least 4 
9years but less than 5 years before their conclusion, the number 
10pending for at least 5 years but less than 6 years before their 
11conclusion, the number pending for at least 6 years but less 
12than 7 years before their conclusion, and the number pending 
13for at least 7 years before their conclusion.
