1 | | AN ACT concerning regulation.
|
2 | | Be it enacted by the People of the State of Illinois, |
3 | | represented in the General Assembly:
|
4 | | Section 5. The Child Care Act of 1969 is amended by adding |
5 | | Section 7.10 as follows: |
6 | | (225 ILCS 10/7.10 new) |
7 | | Sec. 7.10. Progress report. |
8 | | (a) For the purposes of this Section, "child day care |
9 | | licensing" or "day care licensing" means licensing of day care |
10 | | centers, day care homes, and group day care homes. |
11 | | (b) No later than June 30, 2013, the Department shall |
12 | | provide the General Assembly with a comprehensive report on its |
13 | | progress in meeting performance measures and goals related to |
14 | | child day care licensing. |
15 | | (c) The report shall include: |
16 | | (1) details on the funding for child day care |
17 | | licensing, including: |
18 | | (A) the total number of full-time employees |
19 | | working on child day care licensing; |
20 | | (B) the names of all sources of revenue used to |
21 | | support child day care licensing; |
22 | | (C) the amount of expenditures that is claimed |
23 | | against federal funding sources; |

1 | | (D) the identity of federal funding sources; and |
2 | | (E) how funds are appropriated, including |
3 | | appropriations for line staff, support staff, |
4 | | supervisory staff, and training and other expenses and |
5 | | the funding history of such licensing since fiscal year |
6 | | 2007; |
7 | | (2) current staffing qualifications of day care |
8 | | licensing representatives, day care licensing supervisors, |
9 | | and regional licensing administrators in comparison with |
10 | | staffing qualifications specified in the job description; |
11 | | (3) data history for fiscal year 2007 to fiscal year |
12 | | 2012 on day care licensing representative caseloads and |
13 | | staffing levels in all areas of the State; |
14 | | (4) per the DCFS Child Day Care Licensing Advisory |
15 | | Council's work plan, quarterly data on the following |
16 | | measures: |
17 | | (A) the percentage of new applications disposed of |
18 | | within 90 days; |
19 | | (B) the percentage of licenses renewed on time; |
20 | | (C) the percentage of day care centers receiving |
21 | | timely annual monitoring visits; |
22 | | (D) the percentage of day care homes receiving |
23 | | timely annual monitoring visits; |
24 | | (E) the percentage of group day care homes |
25 | | receiving timely annual monitoring visits; |
26 | | (F) the percentage of day care providers that are |

1 | | satisfied with accurate and objective interpretation |
2 | | of standards by DCFS staff; |
3 | | (G) the percentage of high-risk violations |
4 | | resolved within 60 days; |
5 | | (H) the percentage of complaints disposed of |
6 | | within 30 days; |
7 | | (I) the average number of days applicants must wait |
8 | | to attend a licensing orientation; |
9 | | (J) the number of licensing orientation sessions |
10 | | available per region in the past year; |
11 | | (K) the number of on-line Department trainings |
12 | | related to licensing and child development available |
13 | | to providers in the past year; and |
14 | | (L) the percentage of providers satisfied with |
15 | | ongoing ways to communicate with the Department and get |
16 | | their questions answered; |
17 | | (5) details on efforts to educate parents on the role |
18 | | of licensing and the role of the Department as the |
19 | | licensing agency to which complaints can be filed, as well |
20 | | as efforts to reach out to minority families; |
21 | | (6) details on how the Department will measure progress |
22 | | on integrating a child development perspective in the work |
23 | | of the day care licensing representatives; |
24 | | (7) information on progress on the adoption of a |
25 | | weighted licensing and risk rating system; |
26 | | (8) information on progress on coordination with the |

1 | | State's child care system, including the Department of |
2 | | Human Services, the State Board of Education, and the child |
3 | | care resource and referral agencies; and |
4 | | (9) efforts to coordinate with appropriate agencies on |
5 | | professional development and credentialing issues, |
6 | | including training registry and Quality Rating and |
7 | | Improvement Systems (QRIS). |
8 | | (d) The Department shall work through the Governor's |
9 | | appointed Early Learning Council on issues related to |
10 | | collecting data and documenting improvements to the |
11 | | Department's responsibilities concerning child day care |
12 | | licensing. |
13 | | (e) No later than June 30, 2013, the Department shall |
14 | | launch a public portal to allow the public to look up serious |
15 | | licensing violations in a manner that is clear and |
16 | | understandable by parents or other interested parties.

17 | | Section 99. Effective date. This Act takes effect on July |
18 | | 1, 2012. |
