SYNOPSIS AS INTRODUCED:
 

 
  
20 ILCS 5/5-235  was 20 ILCS 5/7.03

     Amends the Departments of State Government Law of the Civil Administrative Code of Illinois. Provides that the Director of Public Health shall be a person who has administrative experience in public health work at the local, state, or national level (instead of a physician licensed to practice medicine in Illinois). Sets forth the minimum education and experience qualifications that the Director must possess. Provides for the appointment, in the Director's Office, of a Medical Director who shall be a physician licensed to practice medicine in all its branches in Illinois who meets the requirements of any one or more of the class titles   listed in  the medical administrator classification series adopted by the Department of Central Management Services. Requires the Medical Director to  advise the Director on all issues relating to the State's response to disease outbreak management and control. Deletes a provision requiring the Assistant Director of Public Health to be a person who has administrative experience in public health work. Effective immediately.

1    AN ACT concerning State government.
  
 
2    Be it enacted by the People of the State of Illinois,
 
3represented in the General Assembly:
  
 
 
4    Section 5. The Civil Administrative Code of Illinois is 
5amended  by changing Section 5-235 as follows:
 



6    (20 ILCS 5/5-235)  (was 20 ILCS 5/7.03)



7    Sec. 5-235. In the Department of Public Health. The 
8Director
of Public Health shall be a person who has 
9administrative experience in public health work at the local, 
10state, or national level physician licensed
to practice 
11medicine in all of its branches in Illinois. The Director shall 
12possess, at a minimum, the following experience and education:
13        (1) 5 years of full-time administrative experience in 
14    public health and a master's degree in public health from 
15    (i) a college or university accredited by the North Central 
16    Association or (ii) any other nationally-recognized 
17    regional accrediting agency; or
18        (2) 5 years of full-time administrative experience in 
19    public health and a graduate degree in a related field from 
20    (i) a college or university accredited by the North Central 
21    Association or (ii) any other nationally-recognized 
22    regional accrediting agency. (For the purposes of this  item 
23    (2), "a graduate degree in a related field" includes, but

1    is not limited to, a master's degree in public 
2    administration, nursing, environmental health, community 
3    health, or health education.)
4    There shall also be appointed, in the Director's Office, a 
5Medical Director who shall be a physician licensed to practice 
6medicine in all its branches in Illinois who meets the 
7requirements of any one or more of the class titles   listed in  
8the medical administrator classification series adopted by the 
9Department of Central Management Services.  The Medical 
10Director  shall advise the Director on all issues relating to 
11the State's response to disease outbreak management and 
12control. 

13    The Assistant Director of Public Health shall be a person

14who has administrative experience in public health work.

16    Section 99. Effective date. This Act takes effect upon 
17becoming law.
