AMENDMENT TO SENATE BILL 2493




2    AMENDMENT NO. ______. Amend Senate Bill 2493 by replacing 
3everything after the enacting clause with the following:



 
4    "Section 5. The State Finance Act is amended by adding 
5Section 5.811 as follows:
 
6    (30 ILCS 105/5.811 new)
7    Sec. 5.811. The National Wild Turkey Federation Fund.
 
8    Section 10. The Illinois Vehicle Code is amended  by adding 
9Section 3-699 as follows:
 
10    (625 ILCS 5/3-699 new)
11    Sec. 3-699. National Wild Turkey Federation license 
12plates.
13    (a) The Secretary, upon receipt of all applicable fees and 
14applications
made in the form prescribed by the Secretary, may

1issue special registration
plates designated as National Wild 
2Turkey Federation
license plates. The special plates issued 
3under this Section shall be affixed only to
passenger vehicles 
4of the first division or motor vehicles of the second
division 
5weighing not more than 8,000 pounds. Plates issued under this 
6Section shall expire according to the multi-year
procedure 
7established by Section 3-414.1 of this Code.
8    (b) The design and color of the special plates shall be 
9wholly within the
discretion of the Secretary.  The Secretary 
10may allow the plates to be issued as vanity plates or

11personalized plates under Section 3-405.1 of this Code.  The 
12Secretary shall
prescribe stickers or decals as provided under 
13Section 3-412 of this Code.
14    (c) An applicant for the special plate shall be charged a 
15$40 fee for original issuance in addition to the appropriate 
16registration fee. Of this fee, $25 shall be deposited into the 
17National Wild Turkey Federation Fund and $15 shall be deposited 
18into the Secretary of State Special License Plate Fund, to be 
19used by the Secretary to help defray the administrative 
20processing costs.
21    For each registration renewal period, a $27 fee, in 
22addition to the
appropriate registration fee, shall be charged.  
23Of this fee, $25 shall be
deposited into the
National Wild 
24Turkey Federation Fund and $2 shall be deposited into the

25Secretary of State Special License Plate Fund.
26    (d) The National Wild Turkey Federation Fund is created as

1a special fund in the State
treasury.  All moneys in the

2National Wild Turkey Federation Fund shall be paid, subject to

3appropriation
by the General Assembly
and distribution by the 
4Secretary, as grants
to National Wild Turkey Federation, Inc., 
5a tax exempt entity under Section 501(c)(3) of the Internal 
6Revenue Code, to fund turkey habitat protection, enhancement, 
7and restoration projects in the State of Illinois, to fund 
8education and outreach for media, volunteers, members, and the 
9general public regarding turkeys and turkey habitat 
10conservation in the State of Illinois, and to cover the 
11reasonable cost for National Wild Turkey Federation special 
12plate advertising and administration of the conservation 
13projects and education program.".
