Provides that, notwithstanding any law to the contrary, whether enacted on, after, or before the effective date of this Act, the entire appropriation to the Illinois Power Agency for fiscal year 2012 shall not exceed $0. Effective July 1, 2011.

AN ACT making appropriations.
Be it enacted by the People of the State of Illinois, represented in the General Assembly:
Section 5. Notwithstanding any law to the contrary, whether enacted on, after, or before the effective date of this Act, the entire appropriation to the Illinois Power Agency for fiscal year 2012 shall not exceed $0.
Section 99. Effective date. This Act takes effect July 1, 2011.
