|
2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Board of Higher Education Act is amended by |
5 | | changing Sections 7 and 8 as follows:
|

the Board of Trustees of Chicago State University, |

11 | | of Trustees of Governors State
University, the Board of |
12 | | Trustees of Illinois State University, the Board of
Trustees of |
13 | | Northeastern Illinois University, the Board of Trustees of |
14 | | Northern
Illinois University, the Board of Trustees of Western |
15 | | Illinois University,
the Illinois Community College Board and |
16 | | the campuses under their governance
or supervision shall not |
17 | | hereafter undertake the establishment of any new
unit of |
18 | | instruction, research or public service without the approval of |
19 | | the
Board. The term "new unit of instruction, research or |
20 | | public service"
includes the establishment of a college, |
21 | | school, division, institute,
department or other unit in any |
22 | | field of instruction, research or public
service not |
23 | | theretofore included in the program of the institution, and

1 | | includes the establishment of any new branch or campus. The |
2 | | term does not
include reasonable and moderate extensions of |
3 | | existing curricula, research,
or public service programs which |
4 | | have a direct relationship to existing
programs; and the Board |
5 | | may, under its rule making power, define the
character of such |
6 | | reasonable and moderate extensions.

7 | | Such governing boards shall submit to the Board all |
8 | | proposals for a new
unit of instruction, research, or public |
9 | | service. The Board may approve or
disapprove the proposal in |
10 | | whole or in part or approve modifications
thereof whenever in |
11 | | its judgment such action is consistent with the
objectives of |
12 | | an existing or proposed master plan of higher education.
|
13 | | The Board of Higher Education is authorized to review |
14 | | periodically all
existing programs of instruction, research |
15 | | and public service at the State state
universities and colleges |
16 | | and to advise the appropriate board of control if
the |
17 | | contribution of each program is not educationally and |
18 | | economically
justified. Each State university shall report |
19 | | annually to the Board on programs of instruction, research, or |
20 | | public service that have been terminated, dissolved, reduced, |
21 | | or consolidated by the university. Each State university shall |
22 | | also report to the Board all programs of instruction, research, |
23 | | and public service that exhibit a trend of low performance in |
24 | | enrollments, degree completions, and high expense per degree. |
25 | | The Board shall compile an annual report that shall contain |
26 | | information on new programs created, existing programs that |

1 | | have been closed or consolidated, and programs that exhibit low |
2 | | performance or productivity. The report must be submitted to |
3 | | the General Assembly. The Board shall have the authority to |
4 | | define relevant terms and timelines by rule with respect to |
5 | | this reporting.

12 | | of Trustees of Governors State
University, the Board of |
13 | | Trustees of Illinois State University, the Board of
Trustees of |
14 | | Northeastern Illinois University, the Board of Trustees of |
15 | | Northern
Illinois University, the Board of Trustees of Western |
16 | | Illinois University, and
the Illinois Community College Board |
17 | | shall submit to the Board not later
than the 15th day of |
18 | | November of each year its budget proposals for the
operation |
19 | | and capital needs of the institutions under its governance or

20 | | supervision for the ensuing fiscal year. Each budget proposal |
21 | | shall conform
to the procedures developed by the Board in the |
22 | | design of an information
system for State universities and |
23 | | colleges.
|
24 | | In order to maintain a cohesive system of higher education, |
25 | | the Board and
its staff shall communicate on a regular basis |

1 | | with all public university
presidents. They shall meet at least |
2 | | semiannually to achieve economies of
scale where possible and |
3 | | provide the most innovative and efficient programs and
|
4 | | services.
|
5 | | The Board, in the analysis of formulating the annual budget |
6 | | request,
shall consider rates of tuition and fees at the state |
7 | | universities and
colleges. The Board shall also consider the |
8 | | current and projected
utilization of the total physical plant |
9 | | of each campus of a university or
college in approving the |
10 | | capital budget for any new building or facility.
|
11 | | The Board of Higher Education shall submit to the Governor, |
12 | | to the
General Assembly, and to the appropriate budget agencies |
13 | | of the Governor
and General Assembly its analysis and |
14 | | recommendations on such budget
proposals.
|
15 | | Each state supported institution within the application of |
16 | | this Act must
submit its plan for capital improvements of |
17 | | non-instructional facilities to
the Board for approval before |
18 | | final commitments are made if the total cost of the project as |
19 | | approved by the institution's board of control is in excess of |
20 | | $2 million . Non-instructional
uses shall include but not be |
21 | | limited to dormitories, union buildings,
field houses, |
22 | | stadium, other recreational facilities and parking lots. The
|
23 | | Board shall determine whether or not any project submitted for |
24 | | approval is
consistent with the master plan for higher |
25 | | education and with instructional
buildings that are provided |
26 | | for therein. If the project is found by a
