4 | | "Section 5. The State Finance Act is amended by adding |
5 | | Section 5.786 as follows: |

7 | | Sec. 5.786. The Coast Guard Mutual Assistance Fund.

8 | | Section 10. The Illinois Vehicle Code is amended by adding

9 | | Section 3-696 as follows:

11 | | Sec. 3-696. U.S. Coast Guard license plates. |
12 | | (a) In addition to any other special license plate, the |
13 | | Secretary, upon
receipt of all applicable fees and applications |
14 | | made in the form prescribed by
the Secretary of State, may |

1 | | issue special registration plates designated as
U.S. Coast |
2 | | Guard license plates to
residents of Illinois who meet |
3 | | eligibility requirements prescribed by the
Secretary of State. |
4 | | The special plate issued under this Section shall be
affixed
|
5 | | only to passenger vehicles of the first division, motor |
6 | | vehicles of the second
division weighing not more than 8,000 |
7 | | pounds, and recreational vehicles as
defined by Section 1-169 |
8 | | of this Code. Plates issued under this Section shall
expire |
9 | | according to the staggered multi-year procedure established by |
10 | | Section
3-414.1 of this Code. |
11 | | (b) The design, color, and format of the plates shall be |
12 | | wholly
within the discretion of the Secretary of State, except |
13 | | that the U.S. Coast Guard emblem shall appear on the plates. |
14 | | The Secretary may, in his or
her discretion, allow the plates |
15 | | to be issued as vanity or personalized plates
in accordance |
16 | | with Section 3-405.1 of this Code. The plates are not required
|
17 | | to designate "Land of Lincoln", as prescribed in subsection (b) |
18 | | of Section
3-412 of this Code. The Secretary shall prescribe |
19 | | the eligibility requirements
and, in his or her discretion, |
20 | | shall approve and prescribe stickers or decals
as provided |
21 | | under Section 3-412. |
22 | | (c) An applicant shall be charged a $20 fee for original |
23 | | issuance
in addition to the applicable registration fee. Of |
24 | | this additional fee,
$15 shall be deposited into the Secretary |
25 | | of State
Special License Plate Fund
and $5 shall be deposited |
26 | | into the Coast Guard Mutual Assistance Fund. For
each |

1 | | registration renewal period, a $20 fee, in addition to the |
2 | | appropriate
registration fee, shall be charged. Of this |
3 | | additional fee, $2 shall be
deposited into the Secretary
of |
4 | | State Special License Plate Fund and $18 shall be deposited |
5 | | into the Coast Guard Mutual Assistance Fund. |
6 | | (d) The Coast Guard Mutual Assistance Fund is created as a |
7 | | special fund
in the State treasury. All moneys in the Coast |
8 | | Guard Mutual Assistance Fund
shall, subject to
appropriation by |
9 | | the General Assembly and approval by the Secretary, be
used
as |
10 | | grants for charitable purposes and financial assistance |
11 | | programs sponsored by Coast Guard Mutual Assistance, Inc., a
|
12 | | recognized charitable organization that meets the requirements |
13 | | of Title 26,
Section 501(c)(3) of the United States Code. ".
