| 2 | | Be it enacted by the People of the State of Illinois, |
| 3 | | represented in the General Assembly:
|
| 4 | | Section 5. The State Finance Act is amended by adding |
| 5 | | Section 5.786 as follows:
|

| 7 | | Sec. 5.786. The Coast Guard Mutual Assistance Fund.
|
| 8 | | Section 10. The Illinois Vehicle Code is amended by adding
|
| 9 | | Section 3-696 as follows:
|

| 11 | | Sec. 3-696. U.S. Coast Guard license plates. |
| 12 | | (a) In addition to any other special license plate, the |
| 13 | | Secretary, upon
receipt of all applicable fees and applications |
| 14 | | made in the form prescribed by
the Secretary of State, may |
| 15 | | issue special registration plates designated as
U.S. Coast |
| 16 | | Guard license plates to
residents of Illinois who meet |
| 17 | | eligibility requirements prescribed by the
Secretary of State. |
| 18 | | The special plate issued under this Section shall be
affixed
|
| 19 | | only to passenger vehicles of the first division and motor |
| 20 | | vehicles of the second
division weighing not more than 8,000 |
| 21 | | pounds. Plates issued under this Section shall
expire according |

| 1 | | to the staggered multi-year procedure established by Section
|
| 2 | | 3-414.1 of this Code. |
| 3 | | (b) The design, color, and format of the plates shall be |
| 4 | | wholly
within the discretion of the Secretary of State, except |
| 5 | | that the U.S. Coast Guard emblem shall appear on the plates. |
| 6 | | The Secretary may, in his or
her discretion, allow the plates |
| 7 | | to be issued as vanity or personalized plates
in accordance |
| 8 | | with Section 3-405.1 of this Code. The plates are not required
|
| 9 | | to designate "Land of Lincoln", as prescribed in subsection (b) |
| 10 | | of Section
3-412 of this Code. The Secretary shall prescribe |
| 11 | | the eligibility requirements
and, in his or her discretion, |
| 12 | | shall approve and prescribe stickers or decals
as provided |
| 13 | | under Section 3-412. |
| 14 | | (c) An applicant shall be charged a $20 fee for original |
| 15 | | issuance
in addition to the applicable registration fee. Of |
| 16 | | this additional fee,
$15 shall be deposited into the Secretary |
| 17 | | of State
Special License Plate Fund
and $5 shall be deposited |
| 18 | | into the Coast Guard Mutual Assistance Fund. For
each |
| 19 | | registration renewal period, a $20 fee, in addition to the |
| 20 | | appropriate
registration fee, shall be charged. Of this |
| 21 | | additional fee, $2 shall be
deposited into the Secretary
of |
| 22 | | State Special License Plate Fund and $18 shall be deposited |
| 23 | | into the Coast Guard Mutual Assistance Fund. |
| 24 | | (d) The Coast Guard Mutual Assistance Fund is created as a |
| 25 | | special fund
in the State treasury. All moneys in the Coast |
| 26 | | Guard Mutual Assistance Fund
shall, subject to
appropriation by |
