| 2 | | Be it enacted by the People of the State of Illinois,

| 3 | | represented in the General Assembly:

| 4 | | Section 5. "AN ACT concerning State
government", approved |
| 5 | | December 19, 2011, (Public Act 97-639) is amended by changing |
| 6 | | Section 5-15 as follows:

| 8 | | Sec. 5-15. The Adjutant General shall not convey the real |
| 9 | | property described in Section 5-10 to the City of Salem until |
| 10 | | the Adjutant General determines that the property is no longer |
| 11 | | required for military purposes. In this regard, construction of |
| 12 | | the new Readiness Center in Mt. Vernon Salem must be completed, |
| 13 | | and all military units with associated equipment must have been |
| 14 | | transferred from the armory property described in Section 5-10 |
| 15 | | to the new Readiness Center in Mt. Vernon Salem. Conveyance of |
| 16 | | the above real property will be in an "as is" condition, |
| 17 | | subject to an Historic Preservation Covenant on the armory |
| 18 | | buildings as approved by the Illinois Historic Preservation |
| 19 | | Agency, and the City of Salem will pay all required costs and |
| 20 | | expenses of the conveyance, as determined by the Adjutant |
| 21 | | General. |
