HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to honor Representative Rosemary Mulligan
4on her service and accomplishments in the General Assembly and
5to congratulate her on her retirement from serving the people
6of northwest suburban Cook County in the 65th District
7(formerly 55th District); and
 
8    WHEREAS, Representative Mulligan was born and raised in
9Chicago, moved with her family to Park Ridge in 1955, and then
10moved to Des Plaines when she married; and
 
11    WHEREAS, Representative Mulligan earned her A.A.S. degree
12in Legal Technology from Harper College in Palatine in 1982,
13was a recipient of a 4-year scholarship from Illinois State
14University in Normal, and received further education at the
15Illinois Institute for Continuing Legal Education; and
 
16    WHEREAS, Representative Mulligan, first elected in 1992,
17has become, during her 20 years in the Illinois House, a leader
18on State budget issues (particularly human services
19appropriations), family issues, health care, and early
20childhood education; and
 
21    WHEREAS, Representative Mulligan is the first Des Plaines

1resident to serve in the Illinois House of Representatives; and
 
2    WHEREAS, Representative Mulligan is recognized for her
3expertise in prescription drug problems, compulsive gambling,
4health insurance coverage and reforms, welfare-to-work, and
5victims' rights; and
 
6    WHEREAS, Some of Representative Mulligan's key
7accomplishments include passage of a bill making female genital
8mutilation illegal in Illinois, the establishment of the
9veterans' scratch-off lottery card to fund veteran's programs
10in Illinois, her most recent bill to allow for an income tax
11check-off to help pay for prosthesis replacements for veterans,
12funding for fighting the flooding issues in the Des Plaines
13River area, programs to fight compulsive gambling and other
14addictions, transportation issues including the S-curve in Des
15Plaines, and working with former Mayor Paul Jung and former
16State Rep. Carolyn Krause; and
 
17    WHEREAS, Representative Mulligan has served as majority
18chair or minority spokesperson of the Illinois House Human
19Services Appropriations Committee for 17 of her 20 years in the
20General Assembly; and
 
21    WHEREAS, Representative Mulligan has served on many
22committees throughout her time in the General Assembly,

1including the Joint Committee on Administrative Rules, the
2Access to Federal Funding Committee (minority spokesperson),
3the Appropriations for Elementary & Secondary Education
4Committee, the Appropriations for Human Services Committee
5(minority spokesperson), the Business & Occupational Licenses
6Committee, Health Care Availability & Accessibility, Health
7Care Licenses, and the Medicaid Reform, Family & Children
8Services Committee (minority spokesperson); and
 
9    WHEREAS, Representative Mulligan has served on numerous
10other task forces and committees, including the Illinois
11Discharged Service Member Task Force, the Governor's Senior
12Pharmaceutical Assistance Review Committee, the Joint Task
13Force on Immigrant Issues, the Early Intervention Task Force,
14the Elder Abuse Task Force, and the Illinois Workforce
15Investment Board; and
 
16    WHEREAS, Representative Mulligan was chosen and served the
17Women's Political and Economic Leadership Conferences in
18Northern Ireland and London in 1999; she was also a delegate to
19Israel and was the program chair for the White House Women's
20Economic Leadership Summit in 1997; and
 
21    WHEREAS, Representative Mulligan additionally served on
22the Citizens Council on Children, the Illinois Clemency Project
23for Battered Women, the National Advisory Council of the

1Campaign for Women's Health, and the Citizens Committee for the
2Juvenile Court Advisory; and
 
3    WHEREAS, Representative Mulligan has received numerous
4awards and honors and was named "One of the Top 100 Women
5Making A Difference" by Today's Chicago Woman; and
 
6    WHEREAS, Representative Mulligan has received countless
7awards for her advocacy and work in the legislature and
8community, including the Zonta Club of Northwest Cook County,
9the Health Care Council of Illinois Legislator of the Year
10Award, the Maine Community Youth Assistance Foundation
11Certificate of Appreciation, the Lutheran Social Services of
12Illinois Legislative Champion Award, the American Cancer
13Society Leadership Award for Smoke-Free Illinois Act, the Maine
14Center Legislative Star Award, the Illinois Farm Bureau
15ACTIVATOR Friend of Agriculture Award, the Illinois Health Care
16Association Legislator of the Year, the IL Council Against
17Handgun Violence Legislative Advocacy Award, the IL Area
18Vocational Directors Council and IL Education Employment
19System Directors Leadership Certificate of Appreciation, the
20IL Primary Health Care Association Legislative Advocacy Award,

2Conference of Women Legislators (COWL), the Illinois

5of Have Dreams, Illinois Republican Committeewoman's
6Roundtable, Maine Township Regular Republican Organization,
7Northwest Suburban Republican Women, League of Women Voters,
8National Women's Political Caucus, and the Illinois Women's
9Political Caucus; and
 
10    WHEREAS, Representative Mulligan is the mother of 2 sons,
11Dan and Matt, and the grandmother of Sophia and Isabelle; and
 
12    WHEREAS, Members of the Illinois House of Representatives
13will miss both the candor and dedication with which
14Representative Mulligan tackles issues that come before the
15chamber and wish her well in retirement; therefore, be it
 
16    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
17NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
18we honor Representative Rosemary Mulligan on her time and
19accomplishments in the Illinois House; and be it further
 
20    RESOLVED, That a suitable copy of this resolution be
21presented to Representative Rosemary Mulligan as an expression
22of our esteem and respect.
