2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives are pleased to recognize Illinois State |
4 | | Representative Dave Winters for his 18 years of service and |
5 | | hard work on behalf of the people of the State of Illinois; and
|
6 | | WHEREAS, Representative Winters was first elected to the |
7 | | Illinois General Assembly in November 1994 to serve the people |
8 | | of the 69th District; after the 2001 remap of the State, |
9 | | Representative Winters was asked by the people of the new 68th |
10 | | District to represent them in the Illinois General Assembly; |
11 | | and |
12 | | WHEREAS, Representative Winters has had a long and |
13 | | distinguished career in public service, serving his local |
14 | | community for 6 years on the Winnebago County Board as chairman |
15 | | of the Winnebago County Board Economic Development and Planning |
16 | | Committee, Forest Preserve Executive Committee, and Solid |
17 | | Waste and Recycling Committee, and as Shirland Township Clerk; |
18 | | and |
19 | | WHEREAS, Representative Winters proudly served as a member |
20 | | of numerous organizations, including the Winnebago County Farm |
21 | | Bureau, Rockford and Winnebago County Planning Commission, |
22 | | League of Women Voters Solid Waste Task Force, Natural Land |

1 | | Institute Sinnissippi Open Space Committee, and the |
2 | | Sinnissippi Audubon Society; and |
3 | | WHEREAS, Representative Winters is especially proud of his |
4 | | work in the Illinois House of Representatives as a long-time |
5 | | member of the Public Utilities, Telecommunications, |
6 | | Environment and Energy, and Environmental Health Committees, |
7 | | always striving to create sustainable, renewable, business |
8 | | friendly energy sources for Illinois families; and
|
9 | | WHEREAS, Representative Winters will be remembered for his |
10 | | outstanding record of support of the Illinois business |
11 | | community through his efforts to create a balanced budget, |
12 | | future fiscal stability, and a pro-growth business climate |
13 | | throughout the State; and
|
14 | | WHEREAS, Representative Winters was happy to host numerous |
15 | | members of the Illinois House of Representatives at his |
16 | | restored prairie for an annual pheasant hunt; and
|
17 | | WHEREAS, Representative Winters is proud of his |
18 | | establishment of a new House institution, the Century Club, |
19 | | having done research to establish which Representatives had |
20 | | earned the honor of listing on the trophy, which he purchased |
21 | | after having earned that ignominious honor himself; and

1 | | WHEREAS, Representative Winters graduated from Hononegah |
2 | | High School in 1970; he earned a bachelor of arts with high |
3 | | honors in European history from Dartmouth College in 1974; he |
4 | | subsequently earned a masters of science in agricultural |
5 | | economics from the University of Illinois in 1976; he farmed |
6 | | grain, vegetables, beef cattle, and prairie grass seeds until |
7 | | his retirement in 2012; therefore, be it

8 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
9 | | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
10 | | we congratulate our friend and colleague, Representative Dave |
11 | | Winters, on his retirement from the Illinois of House of |
12 | | Representatives and wish him the best in his future endeavors; |
13 | | and be it further

14 | | RESOLVED, That a suitable copy of this resolution be |
15 | | presented to State Representative Dave Winters as a symbol of |
16 | | our respect and esteem.
