HOUSE RESOLUTION

  
 
2    WHEREAS, The members of the Illinois House of 
3Representatives wish to congratulate  Vicki Kirkpatrick on the 
4occasion of her retirement as Coles County Circuit Clerk; and
  
 
5    WHEREAS, Vicki Kirkpatrick began serving as the Coles 
6County Circuit Clerk on December 1, 1992; she was subsequently 
7reelected to the position in 1996, 2000, 2004, and 2008 and 
8remained in the position until her retirement on November 30, 
92012; and
  
 
10    WHEREAS, During her tenure as Circuit Clerk, Vicki 
11Kirkpatrick was instrumental in the creation of numerous 
12improvements to the Circuit Clerk's office, including 
13increasing public access to court records, making court records 
14available to the public online, implementing the electronic 
15payments of fines, implementing a program that allows citizens 
16to enter a guilty plea on a traffic citation online and pay 
17online, and establishing a records imaging system that allows 
18judges to immediately access electronic court files; and
  
 
19    WHEREAS, Prior to her service as Circuit Clerk, Vicki 
20Kirkpatrick served as a Deputy County Clerk for Coles County 
21from 1975 to 1985 and as an administrative assistant to 
22Appellate Justice Joseph R. Spitz in Springfield from 1986 to

11991; she was also elected to serve as Morgan Township Clerk in 
2Coles County in April of 1989 and served until her election as 
3Circuit Clerk in 1992; and
  
 
4    WHEREAS, Vicki Kirkpatrick has been a member of the 
5Illinois Association of Court Clerks and the Coles County 
6Republicans and Republican Women; she was also appointed by 
7Justice Rita Garman to serve on a committee to interview and 
8make a recommendation for filling a vacancy for Circuit Judge 
9in Coles County and was a past board member of an adult 
10literacy committee; and
  
 
11    WHEREAS, Vicki Kirkpatrick plans to spend her retirement 
12with her husband, Len, and keep busy with her various pursuits; 
13therefore, be it
  
 
14    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 
15NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 
16we congratulate Vicki Kirkpatrick on the occasion of her 
17retirement and wish her continued success and happiness in the 
18future; and be it further
  
 
19    RESOLVED, That suitable copies of this resolution be 
20presented to Vicki Kirkpatrick as a symbol of our esteem and 
21respect.
